Develop and present strategic plans for cost savings/ avoidance, participants in purchasing strategies, and aggressively seek and recommend cost saving programs. Perform Market and Supplier analysis, researches potential source l, solicits proposals , analysis and makes sourcing recommendations Reviews all purchase requests to make certain that all indirect & direct are purchased for a reasonable and legitimate business purpose and that requests for purchases have been properly authorized Personally conducts negotiations with suppliers as necessary. Agreements , purchase orders or other contractual documents are personally prepared and approved by purchasing & SCM director —Asia Visits suppliers are needed to make sure they are fulfilling their contractual obligations to the company and they are serving the company’s best interest Performs supplier performance reviews utilizing the supplier evaluation tools and reports supplier performance to the stakeholders and purchasing management Well know duty, tax and free trade policies between the countries as company business related , recommends the best trade method and incoterm to bring the most benefits to the company Responsible for customs credit system AEO/ACE application and implementation for MUBEA plants in China. Train and develop the team so that they could conduct the business according to policy and procedures. Prepares annual budget for purchasing and logistics cost , monitor and control the budget Improve purchasing & logistics process and procedures to satisfy external & internal customers Follow HQ to standardize the purchasing reports for Asia
