Roger Hedgis-Kligerman

I lead a portfolio of large, complex partnerships spanning state education agencies and major school districts. I serve as a trusted advisor to executive leaders while aligning cross-functional teams internally to deliver cohesive, high-impact strategy.

I work with Large School Districts to adopt and implement our tools related to stakeholder voice, MTSS, RTI, and PBIS, focusing on a whole child approach. I am successful in this work through a focus on coalition building and establishing use cases aligned to Strategic Plans.

In 2022, I hit renewal targets in 4 of 4 quarters and met 112% of my growth quota.

Oversee all core authorizing evaluations to include new charter applications, amendment requests, and the annual/renewal reviews for 86 charter schools serving ~70,000 students. This includes reviews of education philosophy, legal compliance and fiscal management for a sector that received $1B annual in per pupil dollars. Strengthened approach to evaluation by aligning all authorizing processes to the Charter School Performance Framework. Develop briefing materials and other communications that allow the Departmental Chief to effectively communicate findings and processes to key stakeholders including the Board of Education and Elected Officials. Regularly engage with school leaders and boards in individual meetings and sector-wide convenings. Manage a team of 5 individuals, providing coaching, feedback, and professional development opportunities.

Manage the development of tools, strategy, and approach for collecting, cleaning, aggregating, and analyzing data sets from 84 individual schools that serve over 60,000 students, ensuring that public reporting of charter school performance is accurate. Lead all data-related customer service inquiries, providing school leaders with resources and tools that aid their interpretation of reports published by our office and other sources. Engage in regular cycles of feedback with internal and external stakeholders that ensures that our work aligns to industry best practices and is communicated in a clear and effective way. Establish and implement the standards for academic success that are used within the Annual Charter Evaluations and 5-year charter school renewal recommendation reports

Supported the Senior Management Team in setting a vision for using data and analysis to track progress towards network achievement targets. Determined and analyzed leading indicators of school and network success to provide information and insight that helps the Home Office teams support and intervene with schools as well as celebrates successes. Created systems, processes and reporting structures that help schools review and analyze performance management information. Developed & led professional development for Home Office Staff & School Leadership Teams to both hard and soft skills pertaining to analysis.

Led collection, analysis, and reporting on all academic and non-academic data for a 2,700 student, multi-state Charter Management Organization. Project Managed the creation of a comprehensive data warehouse that served as the hub for analysis and reporting. Designed and led professional development opportunities for teachers, school leaders, and central office staff focusing on effectively integrating data into their own work.

Provided administrative and technical support for a k-3 summer literacy program currently operating in the City of Philadelphia. Conducted outreach to ensure that students attend summer programming and that families attend weekly workshops focused on techniques for reading with their child. Managed a salesforce-based database that helps track student performance and growth.

I worked on the first phase of the Evidence2Success longitudinal study, a 7-year Annie E. Casey Foundation funded initiative. I was involved in all aspects of the surveying process including obtaining parental consent, administering the surveys, data collection, and data entry.

Conducted policy analysis focused on State Aid in School Facility Construction in support of a supporting legislative advocacy. Crafted memos regarding on the school level practices that allowed students at Blackstone Valley Preparatory Academy Charter School to perform at one the highest levels in Rhode Island even as a relatively young school.

Collected and analyzed data related to student achievement and activities, improving the access that teachers and staff had to real time information on student progress.

Conducting a needs assessment and impact study that will be a part of the re-certification application for Principal Licensure Programs submitted to the MA Dept. of Education

Co-managed a 12 person consulting group that was conducting an analysis of the City of Oberlin's Boards and Commissions structure. Responsible for the development and analysis of a survey of 30 individuals who sit on Boards and Commissions. Helped create a 68 page report that was provided to the Oberlin City Manager.

In collaboration with a team of students at Oberlin College, I co-led an organization focused on: 1. connecting students active or interested in educational outreach; 2. developing a visible forum on education open to all individuals within Oberlin College and the greater community; and 3. strengthening the bridge between Oberlin Public Schools and other community partners with Oberlin College.
