Rodney Watson

I am a mission-driven public-sector executive with more than 28 years of experience leading large, complex organizations through strategic transformation, talent development, and scalable systems design. I currently serve as Executive Director and CEO of Region 4 Education Service Center in Houston, Texas, where I lead a multi-division enterprise serving 1.2 million students, 100,000 educators, and more than 90 public school districts and charter systems across the state. My leadership at Region 4 has focused on expanding statewide and national impact through innovation, revenue generation, and scalable solutions for public education agencies. This includes the growth of escPrintWorks, a high-volume, low-cost curriculum printing enterprise serving Texas districts; the launch of the Texas Education Exchange, a statewide data interoperability platform providing real-time student insights; and Region 4’s national partnership with Omnia Partners, extending public sector contracts to thousands of agencies across the U.S. with revenue reinvested back into Texas schools. Before joining Region 4, I served as Superintendent of Spring ISD, where I led 36,000 students and guided the district through academic, operational, and community-focused improvements resulting in a B state rating. Prior to Spring ISD, I served in Houston ISD—the nation’s seventh-largest school system—as Chief of Schools and Chief of Human Resources, where I led human capital systems for more than 30,000 employees, modernized HR operations, expanded principal and teacher pipelines, and strengthened school support and accountability structures across one of the most diverse districts in the country. I am the Founder and CEO of E4:12 Leadership Solutions, a consulting and coaching enterprise focused on equipping leaders to lead with clarity, integrity, and Kingdom purpose in both the marketplace and ministry. I have served on multiple civic and nonprofit boards, including the Houston Northwest Chamber of Commerce, Northwest Assistance Ministries, Jason Learning, and the Spring ISD Education Foundation, and I currently serve as Executive Pastor and board member of Wellspring Church International Ministries. I hold a PhD in Urban Leadership and Policy Analysis and an Ed.S. in Higher Education Administration from the University of Missouri–Kansas City, along with graduate degrees in education, counseling psychology, and school leadership. I remain committed to developing leaders who build systems, influence culture, and serve with impact, excellence, and purpose.
