Robert Quinn a Semiconductor Industry Industrial Instructor for Temple College's Semiconductor Technician program, the instructional engine behind the Central Texas Chips Hub. The hub is a joint effort between Temple College and Texas A&M University-Central Texas, funded by a $9.8 million Texas Semiconductor Innovation Fund grant announced by Governor Greg Abbott in December 2025, the second TSIF award to a Texas higher education institution. The program runs on the Roots Education training system, anchored by a mock cleanroom Wafer Processing System and the Medallion Line covering PLC, robotics, and automated manufacturing. Students learn cleanroom gowning, wafer handling, tool calibration, and troubleshooting. The pathway is stackable: industry-recognized credentials, short-term training, dual credit, military transition, an associate degree, and a TAMUCT bachelor of applied science. Temple College runs the program at its main campus in Temple, just miles from Samsung's fab. Graduates also feed Tesla, Applied Materials, Tokyo Electron, and NXP in Austin. Robert reports to Dede Griffith, Vice President of Workforce Development. Robert brings 25+ years in the industry. He started on the floor at Applied Materials in 1998, grew to Department Training Coordinator, and later served as Senior Engineering Technician in Samsung Austin. He founded SIMEU, a nonprofit 53-foot mobile semiconductor cleanroom lab, and Kings Media, where he reaches 70,000+ LinkedIn followers as the Semiconductor Industry Ambassador. He has consulted for groups under the U.S. Department of Commerce and lectured at universities around the world.
