Oi-Yee Choo

I lead Climate Impact X (CIX), Singapore’s carbon exchange, building the market infrastructure for high-integrity carbon credits to scale climate finance across Asia and beyond. As Carbon Co-Chair of the Singapore Sustainable Finance Association, I work alongside regulators and institutional stakeholders across ASEAN to shape the policy and market architecture underpinning compliance as well as the next generation of voluntary carbon markets. My path here spans 25 years in finance — through two crises and the structural shifts that reshaped capital markets: the build-out of the S-REIT market, and Singapore’s emergence as a fintech hub. Each transition taught me the same lesson: markets scale when transparency, integrity, and trusted infrastructure arrive together. That conviction is what I bring to carbon today. I’m focused on three things: building exchange infrastructure that institutional capital can rely on; advancing the integrity standards that drive credible climate action; and helping ASEAN position itself as a global hub for compliance and voluntary carbon flows. I also serve on listed and non-profit boards, where I bring the same lens — that well-designed markets are among the most powerful tools we have for solving systemic problems.
