Mark Rounds

As an Independent Consultant I utilize thirty years of experience in city government and community development to empower government agencies with economic development strategies and comprehensive planning solutions. Rounds Resources is now partnering with Dr. Troy Nash, Managing Director and Director of Public Sector Consulting for Newmark Knight Frank in Kansas City, Missouri by assisting designated "Opportunity Zone" government agencies that can receive benefits from this new tax law that allows for certain investments in lower income areas to have sizable tax advantages for investors which provides for significant development potential.

Served as administrator and managed all operations of the city, 55 full time employees, $9 million dollar budget, economic development and public relations.

City Administrator and CEO for the City of Lexington. Managed all city staff and operations including the $6 million dollar budget, purchasing authority, utility services, police and fire/ambulance departments, code enforcement, and contracts and consultants. In addition, served as economic development director, strategic planner, and public relations officer.

Provided part time training and assistance to Mayors and other City officials within the Technology Center service area to develop and implement strategic plans with an emphasis on economic development empowerment.

General Manager and CFO for a 7,000 acre private non-profit gated community located alongside the Illinois River in northeast Oklahoma. Managed all staff, operations, multi-million dollar finances and enforced Property Owner's Association By-laws, Standing Rules, and Legal Covenants. The community consists of 4,000 property owner's from all around the world.

Managed the exposition/events center, RV parks, super recreation center and aquatics/fitness facility, parks and recreation department, cemetery division, library division, lakes, and building maintenance for the City of Claremore.

City Manager and CEO and managed 300 full-time employees and all operations, an $110 million dollar budget, electric and utility divisions, police and fire departments, union contract negotiations, and all other services for the City of Claremore.

Managed the staff, operations, budget, and administered state and federal grant programs for the award winning nationally recognized parks and recreation department. Directed parks maintenance, youth and adult sports, and cultural programs for the City of Claremore.

Managed all of the consultant and construction contracts for the park and recreation department in Tulsa. I was responsible for millions of dollars in contract budgets from bond issues and sales tax funds allocated to parks projects or programs via propositions passed by the voters of Tulsa. I participated in developing and maintaining the Tulsa Comprehensive Plan.

Managed the recreation and custodial staff at a number of recreation centers for the Tulsa park and recreation department. This entailed engaging the community or neighborhood in an area of Tulsa to provide desired recreation programming in the facility and on other parks within a certain radius of the recreation center.

Supervised five housing project recreation/activity centers in North Tulsa for the Housing Authority. The majority of the residents were at-risk youth exposed to gang related activities, and some were unemployed adults, single parents, and current or past offenders. In spite of the dangerous surroundings and other challenges that existed daily, my staff and I were able to facilitate safe and successful activities for all ages in the recreation and activity centers.
