Responsibilities included command of an 87 personnel multi-national organization made up of civilians and national contingents from the majority of NATO's member countries. Tasks ranged from providing general advice on consolidation of CIS services, operation of the SHAPE VTC services leading to a project to significantly upgrade capabilities, administrating the operations of three Satellite Ground Terminals (SGTs), acting as the senior member of Change Advisory Boards, and providing the WAN connectivity for SHAPE during a particularly difficult transition period for the Agency.

Managed and supervised 338 personnel consisting of contractors, local Afghan employees, civilians and multinational military. Tasks included responsibility for the operations, planning and management of all NATO communications in Afghanistan during a difficult transition from ISAF to the Resolute Support Mission (RSM). As the senior member of Change Advisory Board I had to ensure proposed technical changes to the Afghanistan Mission Network remained interoperable and confirmed as part of verification process during implementation. Tasked with reductions to the operation in 2013, initiatives resulted in the consolidation of CIS services and assets that resulted in the implementation of new technologies to provide more efficient services and generated 20-30% savings.

Responsible directly to the Commander for the management of all CIS at the university. I oversaw the managers of a Data Centre, computer programmers for application development section, networks section and CIS technician workshop. During my tenure I initiated projects as the contracting Officer's Technical Representative for a complete upgrade of the Data Centre, network switches and peripheral equipment by gaining external support and securing and managing a $2M annual increase to the CIS budget. Projects included virtualization of servers and implementation of zero clients, Wi-Fi throughout the university, consolidation of servers to eliminate out-dated systems and focus training more effectively, equipment life cycling, VolP and formal security accreditation of the network.

Responsible directly to the Commanding Officer for the efficient day to day operations of a 980 person unit tasked with the Force Generation of deployable communications to multiple missions. As senior advisor to the Commander I chaired working groups with the Squadron Commanders to ensure the maintenance of CIS equipment, and the implementation of efficient training to meet high tempo operations. I also held open discussion/think-tanks of how to deal with the future of the Regiment and on becoming more effective to meet the mission.

Commanding a 108 personnel unit in Afghanistan I was responsible for the deployment of the first digitized Canadian Forces network on operations while concurrently supporting the C3 required by the Commander to fight the war. Implementation resulted in a significant force multiplier and identified many gaps in capability from the initial concept. Supervised additional increase in capability including the implementation of Chat, secure VOIP, secure Video Teleconferencing, expansion of high capacity microwave using both military and commercial means, full motion video and the establishment of a Wiki shared database. Accomplishments resulted in the awarding of the Chief of Defence Staff Commendation and the inclusion of these new capabilities in the next version of the Canadian Army's CIS system.

Responsible for C3 Interoperability with NATO, Joint, Allies, IOs, and NGO's for a high readiness Divisional Task Force responsible for Non-combatant Evacuation Operations (NEO), Disaster Assistance Response Team (DART) and Combined Joint Interagency Task Force (CJIATF) missions. This position requires extensive liaison with external agencies to identify the Commander's requirements and ensure capability development efforts are prioritized to meet the strategic level intent. Experimentation, verification and the recording of Iessons learned during exercises and operations are used by the branch to identify capability gaps to be further developed. Currently I am responsible for outlining the Division Headquarters C3 requirements leading up to exercise TRIDENT JUNCTURE and ARRC (Allied Rapid Reaction Corps) with NATO. ln this capacity I have identified the importance of Canada's interoperability with the NATO Federated Mission Network to senior level management (Major-Generals) resulting in significant changes for CSI engineers at the Canadian Armed Forces level.
