Responsible for the creation and development of the subsidiary of Jacobs, Cordova & Associates for Mexico and Latin America. From its opening, he has directed the operation of the office, being responsible for the supervision of accounting, tax, legal matters and the search and hiring of human talent. He has also spearheaded the search for projects, the development of proposals and the formalization of contracts, as well as the formation of teams of specialized and multidisciplinary consultants. Selected Recent Projects: Mexico (2022-2025). Project leader of the USAID project "ProBusiness: Regulatory Improvement to Promote Local Investment” led by the Centro de Estudios Económicos del Sector Privado (CEESP) and implemented by CEESP, the Ergo Group and Jacobs, Cordova & Associates. The purpose was to improve business transparency and integrity practices in 15 high-impact municipalities in Mexico. Chile (2023-2024). Project leader of an IADB project to develop a comprehensive regulatory policy strategy for Chile to help the government to update its regulatory policy in line with GRPs that are appropriate to the context and needs of the country. Dominican Republic (2023). Project leader of the UNDP project to simplify formalities from different public institutions chosen by the technical committee of the Zero Bureaucracy Program launched by the government of DR. The project also included the delivery of an introductory executive course on regulatory reform. Guyana (2021-2022), as part of the JC&A team that -within Michael Porter’s Global Development Initiative- helped the government of Guyana to improve interactions with businesses and citizens in different areas and sectors of the economy, involving the simplification and re-engineering of regulations and policy processes. Colombia (2019-2021). Project leader of the World Bank (IFC) project to improve the transparency, efficiency and predictability of the regulatory environment in Colombia.

Economic and fiscal policy adviser to the Treasurer. Representative of the State Treasury before the National Fiscal Coordination System, including the Permanent Commission of Fiscal Officials and other committees. Responsible for coordinating the preparation of the annual budget submitted to the local Congress and providing the economic foundations underpinning it.

Responsible for the planning, estimation, administration, determination and collection of taxes, fees, charges and their accessories, as well as the products and other contributions, indicated in the Revenue Law of the DF and other applicable tax provisions (local and federal). Coordinated and held meetings with the Head of Government, Cabinet Secretaries and other officials of the City Government and accompanied the Secretary of Finance to different meetings, forums and appearances. Led and coordinated a workforce of approximately 1,300 employees and a structure of 25 collection offices, 9 service centers and 9 digital centers, introducing bank branches to the service centers and expanding the network of digital centers. Oversaw the development of computer systems for the collection of the treasury, after simplifying internal processes and taxpayer service, thus achieving the modernization of the main systems of the Sub-Treasury.

Coordinated the Commercial Practices Committee of ConMexico’s associate firms. Representative of the Council before the Executive Committee of the “Agreement for the Improvement of Competitive Commercial Practices” coordinated by the Ministry of the Economy.

Responsible for coordinating the substantive work of the Commission's operational areas (Concentrations, Investigations, Tenders and Privatizations, Regulated Markets) in relation to internal procedures, the preparation of opinions and their presentation to the Plenary of the Commission. Responsible for case monitoring and coordination of legal-economic analysis in conjunction with the Legal and Economic areas, and for the coordination of special projects of the Executive Secretariat. Oversaw the organization and conduct of the Commission's Plenary sessions. Led the creation of the Competition Information System, which simplified and automated for the first time the internal procedures of the different areas for handling cases presented to the Commission.

Responsible for the management of the consultancy: Finances. recruitment of consultants and projects. Coordinated a competitiveness study of the Mexican economy: Economic diagnosis of the air, railway, maritime and freight transport industries, and responsible for the transport chapter. Carried out comparative analysis of costs across different countries; sensitivity analysis to detect variables with high impact in the competitiveness of the Mexican economy. Coordinated the analysis of the institutional framework of public institutions with incidence on the competitiveness of the economy (CFC, COFEMER, COFETEL y CRE).

Prepared the report “Regulatory Reform in Ireland” at the Public Management Service (PUMA). At the Development Center: Coordinated the organization and preparation of the policy dialogue conference on “Globalization and Income Distribution”, and developed a case study on globalization and income distribution in Mexico. Carried out economic research. Prepared the work program on “Foreign Direct Investment and Education, 2001–2002”.

Led the analysis and modification proposals of regulatory frameworks, in particular in the telecommunications, energy and transport sectors. Participated in the drafting of the Federal Telecommunications Law and other telecommunication-related regulatory proposals (1996-1997). Participated in the creation process of the Federal Telecommunications Commission. Participated in the drafting of natural gas rulings; the Federal District transport rulings; and in the drafting and implementation of the Economic Activity Deregulation Decree, aimed at reducing formalities and administrative barriers to economic activity (red tape). Responsible for the administrative deregulation process in the Ministry of Communications and Transportation. Participated in the setting up of the Federal Registry of Formalities.

Carried out a comparative analysis of wages of high level officers of the private and public sectors in Mexico in 1993. Drafted part of the final report of the National Program for Public Enterprise Modernization 1989-1994. Managed a database of economic variables and prepared weekly reports concerning the Mexican economy for thje Director General.
