CENTOFFER is an agile platform that connects IT Service Providers and Freelancers to enterprise customers. My role as Owner was to lead the software development team in developing front-end and back-end systems to ensure platform functionality, sourcing and vetting service providers and enterprise corporations, and provide executive direction for our business growth strategy.

As an individual researcher sponsored by MSPCHINA, I conducted and led a survey and analysis of the "Classification and Trend of China IT Service Offering" for Senior IT Managers and CIOs.

Veolia designs and provides water, waste and energy management solutions which contribute to the sustainable development of communities and industries. Veolia operates 8,500 water and wastewater facilities around the world and currently serves over 550 communities in North America. ▸ Operated under the management of Managing Director in North China, act as a liaison with other departments, NC project entities and other external agencies, including leadership staff such as General Manager, Department manager(s) and Officers, handle confidential and sensitive information with VEOLIAWATER tact and diplomacy. ▸ Researched, developed, and evaluated information technology (IT) management needs and problems in all areas, including but not limited to applicable vendor(s), business application(s), network, database management, and operational control package(s); ▸ Prepared customized letters and grant agreements (contracts) about IT outsourcing services. ▸ Responsible for IT Security Assessment and Enhancement to meet Sarbanes-Oxley (SOX) Act regulation and requirements on IT Security to ensure the Financial System and Data’s Availability, Reliability and Security for all the entities in the whole Veolia Water North China. ▸ Prepared statistical and narrative reports to Managing Director regarding system evaluation, vendor(s), or user activities. ▸ Liaised with Asia IT Director in HONGKONG to implement IT policies, procedures and standards to ensure a secure and legal compliance computing system environment in the area of North and West CHINA. ▸ Managed the IT multi-annual IT Planning and Budget to ensure a reliable and secure IT architecture and an efficient IT service to be delivered in the whole North China.
