These insights shifted the response from redistribution strategies to targeted, higher-level solutions. These included waivers on WIC benefit restrictions, temporary authorization of EU-labeled formula for U.S. sale, the invocation of the Defense Production Act to bolster domestic manufacturing, and Operation Fly Formula, which leveraged commercial and military airlifts to accelerate supply replenishment.
