Provides strategic guidance and technical leadership for the implementation and management of Tanager's cyber security programs. Represents Tanager as a member of multiple national, regional, and industry focused cyber working groups. Provides subject matter expertise and insight to support Tanagers commercial and U.S. Government customers on a broad range cyber issues related to cyber policy/legislation development; the development and implementation of cyber operations centers and security operations centers; collaboration with U.S. Government agencies regarding the exchange of data and information between Tanager and U.S. Government cyber organizations. Oversees and directs programs that support multiple U.S. government cyber and insider threat operations centers.

The strategic and technical lead for multiple programs and efforts that support a large breadth and depth of government customers across the Civil/IC/DoD sectors. Conducts activities that allow AT&T to develop commercial off the shelf (COTS) and custom solutions based on their robust commercial managed service offering with specific focus on cyber security, enterprise architecture, network management, mobility/wireless communication (commercial and secure), network engineering/design, cloud computing, data management/hosting. Provides program and management support to execute multiple IDIQ TOs, sole source, and competitive contracts. Conducts activities that leverages and provides reach back to corporate organizations and AT&T labs to deliver and present emerging technologies, innovations, process improvement, and lessons learned to improve offering efficiencies and reduce cost.

Served as a senior manager and technical lead responsible for the execution of a large and complex Information Assurance/Computer Network Defense (IA/CND) contract that supported global 24x7x365 operations. Conducted the day-to-day management of a large technical staff, composed of subcontractors and corporate technical and program management staff. Managed and directed the successful development and stand-up of a global and regional cyber security operation centers as part of a tiered framework composed of CONUS and OCONUS cyber security operation centers that conducted vulnerability management; intrusion detection system monitoring and analysis, incident response actions, computer forensics analysis, system administration and maintenance of computer network and host-based defense systems. In addition to overseeing cyber security operations, lead the design, development, and standup of a new insider threat detection capability and operation floor.

A member of the Joint Task Force – Global Network Operations (JTF-GNO), J34 network defense staff that conducted responsibilities as a liaison forward deployed to the Nation Security Agency (NSA)/Central Security Service (CSS) Threat Operations Center (NTOC). Responsibilities include providing technical support, analysis, and recommendations to the JTF-GNO J34 leadership in the areas of: Surveillance and reconnaissance; perimeter defense; malicious code analysis; attack vector analysis; computer network defense (CND); incident handling; vulnerability management/reporting; risk analysis and mitigation; and strategic planning. To meet these liaison responsibilities multiple activities are conducted and include the initiation, tracking and monitoring of CND response activities; acting as an interface or information bridge between the JTF-GNO and members of the NTOC; facilitation of cross-organizational situational awareness and information exchange; participation in the planning, execution, and analysis of CND and Information Assurance (IA) projects and exercises; and analyze and/or report on cyber events, cyber trends (near-term), and cyber threat patterns (long-term). Performed key tasks as a forward deployed member of United States Cyber Command (USCC) that were instrumental to establishing initial operating capability (IOC) and full operational capability (FOC) for United States Cyber Command (USCC).

A member of the Office of the Associate Director of National Intelligence (OADNI)/Intelligence Community (IC) CIO team that was responsible for developing and advancing the Intelligence Community’s IA and CND policies and capabilities. Assist the OADNI CIO by providing expert technology and policy consultation to the IC CIO, senior government leadership or officials, and industry partners. Leads and coordinates cyber projects across US Government departments, offices, and agencies that improve federal enterprise and network IA and CND measures. Plans and manages the execution of improvements to cyber technologies, procedures, and policies. Organizes, coordinates, and leads Comprehensive National Cybersecuirty Initiative (CNCI) and other inter-agency teams that address improvements in cybersecurity incident response capabilities, detection/mitigation technologies, processes, standards and policies. Coordinates and gains consensus on CNCI and IC cyber security initiatives between multiple federal departments and agency cybersecurity organizations. Drafts OADNI CIO and CNCI documents related to cybersecurity program/project execution and budgets for further submission to and review by government oversight organizations.
