Procurement Engineer III for the International Space Station at NASA's Marshall Space Flight Center Position Description: Support mission operations and ground systems development services on the International Space Station (ISS) and its missions on the Marshall Operations Systems, Services and Integration II (MOSSI II) contract. The Analyst is a member of the procurement team overseeing accounts that require vendor management. Responsibilities: Analyze, evaluate, and assist in development and maintenance of program budget. Monitor cost incurred, program performance, and provide status information. Provide support for the execution of the fiscal year procurement plan, provide input to the contract PR tracking database Generate status reports for the program including mid-month labor reports and work package cost reports. Work with systems engineers to define procurement requirements, estimates, BOMs, etc. Responsible for system downloads for customer and Program Quarterly review and approval of upcoming procurements: Prepare and present Procurement list for approval track and update scheduled milestones related to Procurements and ECR coordination Provides monthly, quarterly PR status reports utilized for forecasting Maintains accurate planned PR dates and HOLD items in HIM system Experienced in applying correct burdens and fee adders when reporting costs to the Prime/TBE Coordinates to track billing history against PR/PO status Build and monitor multiple project level budgets Monitor and maintain subcontractor funding documentation. Review, submit, monitor all procurements from creation to costing.

Scope Under the direction of the TN Plant Director and VP of Supply Chain: - Develops solicitation specifications based on internal and external sources of information. - Analyses proposed pricing against historical costs, other contracts, and industry-recognized indexes. - Manage orders and deliveries of electronic and electromechanical product - Develop supplier partnerships for quality, supply chain, risk management, product, and margin enhancement. - Develop and implement competitive sourcing strategies for the commodity spend. - Project management – NPI – Support several projects simultaneously and promote early supplier engagement for NPD - Maintain the highest ethical standards, even when challenged from above - Leads and develops strategy for formal supplier negotiations and supports other procurement staff with similar activities. - Monitors vendor commodity market and industry developments to identify appropriate opportunities to maximize cost savings and quality of procured goods or services. - Conducts ongoing vendor and contract management to ensure vendor compliance with contractual obligations.

Primary Function: Responsible for the strategic development, implementation, and continuous improvement of a competitive supply chain related to Electronics for worldwide facilities (to include the USA, Mexico, China, Canada, and India). • Collaborate with Engineering, Finance, Product Management, Sales, Marketing, and Manufacturing to introduce new Products in a timely and cost effective manner through the New Product Introduction Teams. • Report Monthly costing and market trends to the Senior Leadership Team with suggestions on how to react to the trends. • Work with Commodity Managers, Operations, and Product Engineering to meet and exceed annualized cost reductions targets with the Global Procurement Teams. • Provide leadership to the cross functional team involved in the resources, problem solving, commodity development, or negotiate strategy as needed to execute the supply chain strategy. • Negotiate long term Contracts to ensure continuous flow of product at the best price with the best payment terms. • Quarterly Business Reviews with Strategic Suppliers to discuss Quality, Market Trends, Price, Supplier Scorecards, Forecast, Issues for Correction Action.

Responsibilities: * Manages the Purchasing Department to ensure raw materials, MRO, and services are procured at the best value and in a timely manner. *Provides objectives, coaching, and guidance to the team. *Form and maintain strong Supplier relations. *Establish goals and work processes to minimize costs while increasing efficiency. *Establish and administer cost analysis programs and processes for inventory management. *Forecast price and market trends to identify changes of balance in Buyer-Supplier power. * Collaborate with Engineering to develop and refine Products or Manufacturing Processes. *Perform make vs. buy analysis and provide recommendations for best value.

Responsibilities: • Manage supply chain activities (purchasing, warehouse, distribution, inventory, monitor and maintain ERP system) • Oversee inventory control functions • Manage coordination of finished goods & raw material inventory strategy with scheduling, production and sourcing. Insure accuracy of inventory and ERP system • Manage strategic planning data relative to lead-time, re-order and safety stock, supplier relationships and negotiate contracts • Provide analytical support for division’s logistics and financial operations • Monitor component prices, commodity indexes, and corporate sourcing initiatives to assure that Thermo Fisher is purchasing at best possible pricing levels • Manage raw material inventory levels and kan-ban levels to meet budgeted working capital goals and objectives and Customer demands • Maintain raw material cycle counting process including root cause analysis for significant discrepancies • Monitor and report on inbound and outbound costs of freight

Position: Director of Procurement and Materials Job Function: This position is responsible for the materials management function relating to the planning, procurement, storage, control, and distribution of materials and products to meet Company objectives and Customer requirements. Duties and Responsibilities: This involves the responsibility of directing and administering Purchasing, Inventory Control, Shipping & Receiving, Customer Contact, and Material Stores in addition to supervising the personnel in these areas. Duties include but are not limited to: • Maintaining optimum inventory levels to ensure on-time deliveries to meet customer requirements while minimizing carrying costs & transportation charges. • Overseeing the purchasing and/or contracting of materials, supplies, equipment and services for the operation of the Company, in addition to all inventory items. • Investigating & solving problems resulting from material shortage. • Continuing programs of exploration for new materials, suppliers, & processes to achieve the best possible quality, reliability, prices, continuity & delivery. • Ensuring that inventory turns meet targeted goals & that stock-outs are kept to a minimum. • Managing the receiving functions of the Company & overseeing the storage of purchased parts & finished goods. • Performing other duties as directed by the Plant Manager.

SUPERVISORY RELATIONSHIPS Reports To: VP, IT and Operations Supervises: Production Managers, Production Supervisor, Supply Chain, Inventory Control ,Manufacturing Engineering, and the Manufacturing Test Engineering Technician staff BASIC FUNCTION Responsible for the ongoing performance of the manufacturing and supply chain function of Business Aviation. This includes personnel, supply chain, manufacturing, inventory management repair center operations and interface with the Federal Aviation Administration on certification and regulatory matters.
