He currently serves as Assistant Director at the Hong Kong Institute of Construction (HKIC), where he leads a team of over 200 staff members. Previously, at Kerry Properties Limited, Isaac played a pivotal role in driving digital transformation initiatives beginning in 2018. In 2022, he expanded his responsibilities by taking on the role of SMART Manager in a joint-venture project, where he led the development of a SMART Society. This included the integration of digital twin technology, smart construction methodologies, and advanced smart technologies in a proposed composite property development. In addition to his industry leadership, Isaac is deeply engaged in academia. He lectures and serves as an internal examiner at The University of Hong Kong, contributing to postgraduate programs such as the M.Sc. in Construction Project Management, M.Sc. in Integrated Project Delivery, and M.Sc. in Digital Management of Built Assets. My role includes harmonizing construction standards across the region and leading the implementation of the “One Exam, Multiple Certificates” framework to promote cross-border recognition of qualifications. Strategically, formulating long-term development plans for HKIC to align with industry transformation, focusing on future-ready training programmes and the adoption of advanced construction technologies are my goal where my duty includes overseeing the School of Professional Development in Construction (SPDC), Kowloon Bay Campus and Sheung Shui Campus delivering signature in-service training programmes that enhance safety, sustainability, productivity across the sector and also all Diplomas, High Diploma Certificate. In addition, I actively build strong networks with local stakeholders—including schools, trade unions, professional bodies, and industry associations—to foster collaboration and talent development. Internationally, I expand HKIC’s footprint through partnerships with training institutes across Mainland China, Asia, and the Greater Bay Area, facilitating exchange programmes and cross-border learning opportunities. Member of Building, Civil Engineering and Built Environment Training Board
The Training Board is responsible for assessing the industry’s manpower needs through the collection and analysis of workforce, trainee, and socio-economic data, and for evaluating whether manpower supply matches demand. Based on its findings, it recommends to the Vocational Training Council (VTC) the development of vocational and professional education and training (VPET) facilities to meet identified needs, while also advising the Council on programme strategy and quality assurance. It defines job specifications, skill standards, and training time requirements for key occupations, and provides advice on skill assessments, trade tests, and certification to ensure competency standards are met. The Board also supports skill competitions to promote VPET excellence and international participation. To strengthen industry collaboration, it liaises with employers, unions, professional bodies, training institutions, and government departments on VPET development. It organises seminars and symposia to advance professional knowledge, advises on publicity for VPET programmes and Training Board activities, and submits annual reports outlining its work and strategic recommendations. Finally, it undertakes any other functions delegated by the Council under Section 7 of the Vocational Training Council Ordinance.
