Verify documents of Cattle imported from Canada; bovines for slaughter are inspected and moved directly from the port of entry to the APHIS approved slaughtering establishment in conveyances that are sealed by U.S. government at the port of entry. Route of travel from the port of entry to the approved establishment must be listed on the health certificate. . Cattle must be accompanied by Forms VS 17-30 and VS 17-33 from the port of entry to the APHIS approved establishment, and the official Canadian health certificate. Oversee diagnostic laboratory operations in the state; a comprehensive disease diagnostic testing laboratory. Contract testing, handles USDA regulatory testing . Activities include developing and maintaining active programs for disease testing, disease surveillance, accuracy in testing methods, expanding services. Ensure employee growth, make proper hires. Prepare written plans to the Director. Monitor rules pertaining testing, ensure they meet statuatory authority. Coordinate administrative functions for a physically dispersed workforce. Oversee two diagnostic laboratories in the state and function as Resident Director for the one located in central Florida; an all discipline, all species testing laboratory, A second laboratory located in North Florida is a contract testing laboratory that handles most of the USDA regulatory testing for animals. Activities include developing and maintaining active programs and employee growth, make proper new hires. Prepare and present written 1, 3, 5 year plans to the Division Director annually. Monitor all rules under the responsibility of the Bureau so they meet statutory authority. Ensure program testing is in compliance and quality procedures. Supervise 55 professional, technical, clerical and maintenance staff. Responsible for managing a budget of approximately $15,500,000/FY including salaries/fixed expenses and variable costs; money is generated by contract and grant funds. Plan for short and long term goals of laboratories and future testing. Meet with industry and survey their needs to adjust our goals to meet them. Liaison with University of Florida College of Veterinary Medicine for the AAAP. As part of the National Animal Health Laboratory Network (NAHNL) maintain relations with the USDA officials and continue to train for emergency response. In cooperation with USDA implement new tests for foreign animal disease surveillance. Interact with our Division of Food Safety and our Department of Health to be part of their emergency response plan (FERN and LRN) respectively. Establish and maintain relations with local FBI authorities under the new guidelines of the Department of Homeland Security (DHS). I coordinated the delivery of training to all staff including laboratory test assesments, quality control following ISO 17025, LIMS, Team building, ManagingConflict, scheduled laboratory proficiency tests, selected staff for CPM training and others.

As part of my duties, I perform all the avian necropsies and carry out corresponding diagnostics (microbiology and virology). Report diagnostic results. Consult with the farmers and give recommendations. Had charge of the development of a Muscovy parvovirus autogenous vaccine. When arrived at this position, developed an IFA identity test to substitute the serum neutralization previously used to test our biologic production to comply with CFR 130.300-C (1). With this change, we saved manual labor, hours, and the use of fertile eggs. Using identity test developed, carried out testing in commercial vaccines for extraneous virus under contract for Fort Dodge. Implemented a PCR based diagnostic test for duck viral enteritis (DVE) using published UL6 sequence. Research: Determined the effects of L-Arginine and L-lysine in the replication of DEV in vitro, results will be published in a peered reviewed journal. Worked with Riemerella anatipestifer. The objective is to find distinct proteins in three different serotypes (1, 2 and 5) that may potentially be used to develop an ELISA test. Candidate proteins have already been identified. Wrote and submitted proposals for animal use to meet compliance with IACUC and use of laboratory animals. Supervise: One technician. Conduct yearly reviews of employee for raise and promotion.
