* NEA is the government authority for Chinese energy industry. * Working language: Chinese Report to: director of RE division * Policy Making and Project Approval *  Formulate national policies, market mechanisms, national wind development plans and relevant enablement measures on wind and solar PV development. *  Assess and approve large scale onshore and offshore wind farm projects. *  12th National Five-Year-Plan on Wind Power * Reports and Management *  Draft reports to higher level on wind and solar PV industry. *  Give instructions to provincial DRCs for local wind power development.

* CRESP is a World Bank renewable energy program supervised by the World Bank and the government of China. It aims to select and fund capacity building projects to support renewable energy development in China (mainly wind). The program covers a wide range, including wind turbine technology transfer, resource assessment, policy making and lots of consultancy projects. * Designing detailed project objectives, developing all the bidding documents according to the World Bank’s rules. * Recruiting consultants, maintaining the CRESP consultant pool. * Identifying suitable contractors, assessing tenders, participating in contract negotiation. * Placing and managing contracts, coordinating between the government, WB and contractors. * Organizing and participating the project progress monitoring activities.
