Assessed the watershed and water quality in 22 rural communities for feasibility of construction of a potable water system. Surveyed and designed four new gravity-fed water systems, including budget proposals. Secured $10,000 in funding to ensure approval of a system benefiting 30 families; construction of a second system provided access to 65 families. Redesigned two water systems for post-hurricane reconstruction projects. Trained community members on watershed protection and best practices for environmental sustainability.

Environmental curriculum included hazardous wastes, toxicology and air, water and soil pollution and remediation. Chemistry curriculum covered laboratory safety, chemical bonding, redox reactions, acid-base titrations and thermochemistry. Course work included correlated laboratories. Instructor at school selected as one of the top 1% in the nation by The Washington Post.

Instruction included types and identification of hazardous materials – gases, explosives, flammables, oxidizers, poisons, radioactives, and corrosives * regulation of hazardous wastes * toxicology * site health and safety plans * emergency response and evacuation plans * spills, cleanup and decontamination * confined spaces * and types and proper use of personal protective equipment. Working with the School of Career & Technical Education, evaluated the marketability of a chemical technology program, including completing an industry-needs survey and networking with south Texas businesses. Developed curriculum for proposed chemical technology and laboratory certificate program.

Responsible for Phase I environmental site assessments, including field reconnaissance, site interviews, identification of recognized environmental conditions, recommendations and report preparation.

Managed Phase I and Phase II environmental investigations and remediations for various clients, including urban redevelopment companies, residential construction firms and school districts. Communicated with regulatory agencies, including San Diego County, CALEPA-Department of Toxic Substances and Control (DTSC) and local water boards. Oversight of drilling and installation of groundwater monitoring wells, including permit preparation; soil and groundwater sampling for UST leaks of gasoline, diesel fuel and chlorinated solvents. Prepared client proposals, tracked budgets and schedules and wrote compliance reports. Supervision of methane gas mitigation and monitoring using liquid boot and passive venting technology. Exceeded annual billing goal of $200k by 35%.
