Responsibilities included providing grantees with technology and project management assistance, coordination of Telemedicine training activities, policy analysis, and operational management of the Center. Focus of organization is the State of California. Areas of expertise include all facets of telecommunications, Web technologies and general Information Technology issues. Collateral responsibilities in the areas of grant management and grant feasibility reviews.

Various duties, now focusing on managing software upgrades and new installations. Simultaneous management of seven projects involving both clinical and business software applications. Projects include process redesign and workforce training. Past activities include creation of business plans and market analyses to extend referral patterns and patient mix optimization. Wrote white papers on disruptive effects of new medical technology and business relationships. Negotiated savings of over $100,000 in licensing fees with software vendor.

Aligned corporate IT technology to strategic goals. Projects included revamp of LAN and server architecture, support for remote workers and project consultants, selection of IT tools for remote workers and project consultants, and client liaison. I simultaneously managed consulting engagement for organization redesign, year 2000 preparation, and software replacement for a multistate chain of skilled nursing facilities. The value of the engagement was over $3.6 million. Managed IT team of six and a consultant team of ten.

Projects involve consulting for IT infrastructure (design, install, and commission 3Com, Compaq, DEC, JVC, Unix, WinNT, Apache, IIS4.0, Sendmail, T-1 link to ISP, etc.), strategic planning (legacy migration to web-based solution), requirements and architecture definition, and market analysis (review and analysis of Network Processors to replace ASIC and RISC in routers and switches). Clients include Praesum Communications, CERMUSA (Loretto PA) and San Joaquin County Department of Public Health. Wrote feasibility study and recommendations for a telemedicine project in Morocco. Grant preparation and review at the state and federal level in E-health, telemedicine, and IT capacity building.

Responsible for creating custom telecommunication solutions for Fortune 100 customers. Advised sales and operational executives on how technology would affect operations and market opportunities. Designed original backbone network for the Pacific Bell Internet and Pacific Bell Video subsidiaries using SONET and ATM. Forecast the growth of the Internet to replace international long distance for facsimile traffic. Collaborated to produce business case for the use of cloud network technologies to store medical records.
