Winnie Ying

She oversees issues related to Youth, Poverty, and Education & Training. She identifies and implements new initiatives, manages funding allocation for projects under these themes. In addition to managing the Charities Fund, she works with many stakeholders and collaborates with the HKJC's partners to tackle social challenges in Hong Kong. She has an uncanny ability to identify social gaps and proactively seeks solutions for a better society.

Community Investment and Inclusion Fund (CIIF) was set up by the Government of the Hong Kong Special Administrative Region in 2002 to implement diversified social capital development projects in the community, promote reciprocity between the public and different sectors, and build together a cross-sectoral collaborative platform and mutual help network. The Fund seeks to build social capital. As General Secretary, she was responsible for the strategic planning of CIIF in managing public funds allocation, developing community programs, building social capital, promoting cross-sectoral collaboration and promulgating the concept among the public.

Winnie started her career as a Social Worker and pioneered several innovative projects for the most neglected communities in Hong Kong, including the first work trial programme for at-risk youths in Hong Kong in 1995. She also discovered the social withdrawal phenomenon and set up the first one-stop service centre for “hidden youth” in 2003, providing home-based counselling services for these individuals. This concept was then utilised to bridge the gap with hidden social groups that included elderly and families for inclusion within the community. She also pioneered another program that provided services for neglected children with mentally-disabled parents in 2007.
