Provided executive leadership of the NASA Technical Management Team and Contract Management Team comprised of 17 Engineering Division representatives and project managers. Assured technical proficiency and compliance of the contractor workforce with engineering, science, safety and mission assurance provisions of the contract by review, inspection and verification of work and provided certification of acceptance. Established configuration management, integrated project planning, and project control processes. Verified appropriate execution of configuration management, design processes and technical requirement compliance in the design and development of flight qualified hardware and software and the maintenance and operation of all test, simulation and manufacturing engineering facilities (145) in compliance with Space Shuttle, Space Station, Constellation and advance technology program requirements. Provided budgetary and technical performance reports to Center level management. Identified performance issues and successfully formulated corrective actions. Responsible for the management of the Space Flight Operations Contract (SFOC) safety and mission assurance efforts valued at $70M/yr and for compliance with all NASA safety and mission assurance requirements. Interacted with NASA specialists across 6 NASA centers to ensure all design, test, manufacturing, and operational phases of the SSP were executed in accordance with NASA and Federal regulatory policies and requirements. Provided Level II Program Management leadership in establishing ISO 9000 and AS9100 quality system certifications, OSHA VPP recognition, environmental protection compliance under ISO 14000, Foreign Object Damage (FOD) Control Program, SSP Upgrades Program for Safety, SSP Industrial Engineering for Maintainability Program, Process Control Initiative and the SSP Risk Management processes. Conducted flight readiness evaluations, providing Program Management Level II flight certification for 35 missions, and providing final go/no-go decisions as a member of the Launch Team. Ensured proper SRMQA engineering techniques were utilized in all analyses and assured close-out of design-related failure and unsatisfactory conditions. Provided technical leadership in the compilation of statistical analyses related to mission success. Developed Directorate policy and requirements related to the Lunar / Mars Program. Project Engineer Executed technical and managerial responsibilities associated with the design interfaces of all structural and mechanical systems for a highly classified advanced technology protoflight aircraft. Established dimensional requirements, tolerances, and design solutions required to inter-connect major structural components and install mechanical components. Organized and chaired collaborative forums including the Interchangeability / Replaceability Board and Joint Interface Conferences to coordinate and integrate the extensive technical products. Maintainability Engineering Chief Managed organization of 67 engineers responsible for development of flight hardware systems associated with 4 advanced technology aircraft models with numerous configurations. Responsible for acquisition strategy, vendor selection, contract oversight and verification acceptance of final subcontract hardware products. Conducted Failure Modes and Effects Analyses, Optimum Repair Level Analyses, Operational Supportability, and Survivability risk analyses of mechanical and avionic flight systems to derive detailed specification requirements for the F16, Advanced Tactical Aircraft, Advanced Tactical Fighter, and National Aerospace Plane. Conducted Human Factor studies involving flight and ground personnel to optimize the human-machine interfaces and developed maintainability and integrated diagnostics design specifications. Evaluated system design, resolved design discrepancies and provided signature release of drawings. Developed test procedures and conducted system operational evaluations involving operational aircraft and technicians under a variety of simulated environmental conditions.
