Established WAPA's ITSM solution on a Service Now platform, transitioning them off the DOE HQ instance. Led the effort to develop a custom NERC-CIP compliant GRC solution at WAPA. All onboarding, offboarding and access-role and user profile related information updates managed as part of this solution. Performed platform upgrade and guided the CM/Patch development effort, also on the Service Now platform. Provide SME guidance for enterprise wide architecture and technical project planning efforts.

Leading a team of Service Now Administrators developing a cloud-based ITSM solution for the Department of Energy's Office of the Chief Information Officer (OCIO). Lead requirements gathering & analysis efforts, business process re-engineering, project planning and documentation, expert level of effort estimations and establishing configuration management practices. Technical lead for all design, development, test, deployment of Service Now solutions within the OCIO's environment. Designed and implemented custom Service Now applications including an Action Item application, Requirements Management application, an access control solution providing light-weight domain separation-like functionality. Customized the Project Management application (shared with various government agencies) and was a supporting speaker at Knowledge 13, demonstrating the customized PPM code. Integrated the Service Now application with Dept of Energy's asset management system, identity management system and Automatic Call Distributor (ACD) system. Successfully performed several ServiceNow platform migrations (Aspen - Berlin, Berlin - Dublin, Dublin - Geneva), Developed Service Catalog items, complex workflows automating complicated business processes such as on-boarding, off-boarding, move requests, and general approval / escalation routines. Integrated Service Now with external systems using JDBC, email, and web services. Trained and mentored new developers. Worked with department architecture teams on long range roadmap items. Program Manager - Department of Energy, Business Policy and Operations

Manage technical and scientific staff through requirements definition, design, code, test and deployment of bio-informatic solutions as part of the NCBI data archive.

Responsible for planning, scheduling, management and deployment of Patrol Suite products including Parent Patrol, Enterprise Patrol and Content Patrol. Responsible for coordinating all development, test, installation, configuration, training and support resources during product deployments. Managed customer and partner relationships and budgets. Used extensive technical background, providing hands-on troubleshooting assistance for complex integration issues. Help define product features and plan product road map activities.

Inventor of patent for providing a configurable solution for usage sensitive data mediation (Patent #7,130,901). Performed technical analysis of open source projects for the development of a next generation, flexible mediation system. Designed and developed user configurable usage sensitive data mediation system (using Java and C). Developed 3GPP compliant Charging Gateway Function (CGF), based on TS 32.215 (GPRS) and TS 29.060 (GTP) specifications, implementing a Java based GTP’ collection agent.

Lead C developer for classified SAT-COM application. Helped refine requirements, lead design reviews, guided developers, documented interfaces and presented design to lead architects. Involved in a reverse engineering effort to extract an undocumented, scheduling algorithm written in ADA. Modernized solution by converting scheduler code to C, resulting in optimized resource scheduling and allocation.
