Manger for a 1” = 40’scale Planimetric mapping project, supervising the planimetric mapping and contract compliance as well as correcting parcel maps and tax appraiser data. Migrated the city from Arc View 3.x to 9.x. Renegotiated scope, reducing contractor’s price by 9%. Created DTMs and contour data from LIDAR data. Updated map features from digital orthophoto data. Updated land use and zoning maps, and created all maps for the 2009 Comprehensive Plan. Created special district maps, zoning case maps and maps for sexual predator exclusion. Trained users on GIS software. Update and correct address and 911 data. Developing water, sewer and storm water maps from city supplied data. I use Arc Map 8.x -10.x and MALA EZ locator and X3M Ground Penetrating Radar units.

Worked on a citywide review of contractor developed data for the storm water system including, correction, contract review and compliance data backup up, reconcile & post. Used coordinate geometry data to create private maintenance areas. Worked on implementing an Acella work order system, scripts, reports employee data, testing work orders,system administration and joining gis data to acella data. Used Arc Map, SDE and Server 10 SQL Server 2008r2 and SRSS.

GIS Project Manager for an existing GIS Project. I coordinated program and data development and implementing database maintenance, staff supervision and base map development. I trained city employees to use Arc Info, Geoblade, and Trimble Geo XT 2008 GPS. I updated, repaired, administered, synchronizing, and versioning SDE databases, added new users, edited permissions and load balancing the application and database servers. I started and managed scanning and georectification of the City’s Infrastructure As-Builts and other plans. I worked on a disaster recovery application. I worked on updating the city’s addresses, geocoding crimes and added new orthophotography to the city’s database. I worked on the communications services, 911 and insurance tax databases. I worked on improving the accuracy and quality assurance and control of utility mapping and developing a GPS survey of Parks Equipment and Traffic signs. Planned, designed and directed 1" = 30' scale city wide GIS Planimetric and utility base map project. Responsible for all GIS activities including contract selection, negotiation administration and contract compliance including developing contracts, reviewing and selecting contractors. Migrated large spatial and tabular data sets across networks and platforms, developed numerous SDE databases, conducted spatial analyses and produced maps. Created DTMs and contour data from LIDAR data. Created and updated utility networks including water, sewer storm water, gas and fiber optics by scanning, georectification and creation of alignment sheets. Developed end user applications, leveraging the GIS data to improve some employee work processes. Renegotiated and reduced contractor costs by over $320,000 out of the mapping budget, and created business process improvements by over $125,000 to $150,000 a year. Created cost and benefit analyses for the GIS project. Selected hardware and software, negotiated scopes of work and headed selection committees for contracts and large purchases. Developed and maintained capital funding agreements for the GIS project. Head of Quality Assurance/ Quality Control for planimetric, cadastral and utility map construction and updates. Since 2000 administered the H.T.E./Sunguard /Naviline land management module and street dictionary. Since 1999, managed systems administration for the GIS Server and SDE. Updated and corrected address and 911 data. Administered the communications services (911) and insurance tax databases, increasing annual revenues by over $91,000. Reduced flood insurance rates by 15% saving the rate payers about $170,000 a year. Supervised two (2) consultant teams and staff. Updated land use and zoning maps, and created all maps for the 1997 and 2007 Comprehensive Plans. Created a 2003 and 2010 series of 911/fire maps and a 2006 911 disaster response maps.

Responsible for technical work program and project management. Used Tranplan and Arc Info. Oversaw 12 consultant contracts and projects, trained other staff members, and assisted the director with the Work Program, and the Transportation Improvement Program. Reviewed contract proposals, monitored and ensured compliance with applicable MPO, State and Federal rules and regulations. Dealt with local political officials and supervised consultant contracts and staff. Ran several GIS, Travel Demand Modeling and general ISTEA transportation projects. Used Tranplan and Arc Info 6

Assisted in analyzing the nation's major pollution non-attainment areas. I used Census TIGER, STF, and CTPP data to create a GIS that checked the validity of reported CTPP data. I used ARC/INFO 6.1 and MOBILE 5a data to aid in examining emission rates in and displaying emissions in the Jefferson Hardin - Orange TMA.

Worked on Quality Assurance and Quality Control of Architectural plans for campus buildings. I reviewed, drafted and made updates/changes to site, utility and architectural plans for campus buildings totaling over five million square feet. Used Trimble GPS to locate, establish and recover existing survey and new control points for the Main Campus, the Riverside Campus and other TAMU Projects. All projects used Microstation 5.0, MGE, and MGA. Used Trimble 4400 RTK GPS.

Used PC ARC/Info 3.3, .4d+ to develop a series of city-wide data layers for roads, land use, fire hydrants, water, and sewer lines. I used field surveys, site plans and utility plans to map underground utilities
