This was a two and a half year secondment under the Government of Alberta’s Executive Mobility program. Responsibilities included leading the development of an RFP under an open procurement process and working with the successful proponent on all software development phases of a $800,000 contract to develop a cross-ministry data linking system. Specific responsibilities included: Assessing project risks and developing mitigation strategies as appropriate including development of Privacy Impact Assessments (PIAs), in consultation with legislation and policy experts, to facilitate the sharing of data from the nine client ministries. Managing development of the Statement of Work, confirming project requirements and scope, and leading the successful development of data dissemination, linking and analysis processes based on IBMs Entity Analytics software in consultation with nine Government of Alberta ministries, a non-government organization and a contracted agency. Managing the multi-stakeholder funding/vendor disbursement process.
