Provided management leadership and direction of program goals and standards including outreach and enforcement of regulations for the Division of Labor and Industry. Programs included the MOSH State Plan, Employment Standards, Wage and Hour, Worker Classification, Prevailing Wage and Safety Inspection (elevators, pressure vessels and rail roads). Managed a staff of approximately 200 and a budget of nearly $20MM. Delegated resources and assigned appropriate authority to ensure assets were effectively and efficiently deployed. Affected significant positive change within the Division while still achieving measurable goals. Implemented an outreach effort directed at informing businesses of existing regulations in both business and geographic areas of the State which had not been served prior, all while utilizing existing resources and reduced budgets. Was successful in having Voluntary Protection Programs, a cooperative effort between OSHA and businesses, codified as law in Maryland during his tenure.

Managed the safety, risk management and human resources processes for a 1,400 employee, $600MM revenue construction firm with a national presence. Developed and implement policy for six commercial construction divisions/companies Supervised a safety staff of six with an administrative staff or four. Maintained a total cost of insurance/risk to less than .1% of revenues and an experience mod 30% lower than comparable operations. Served as manager and administrator of four comprehensive benefits programs including a self-insured health plan, multiple 401(k) plans and select supplemental benefits affecting over 700 members.

Developed and implemented a safety and risk management program for a 650 employee fabrication and construction company specializing in HVAC work in the Mid-Atlantic States. Successfully reduced the workers' compensation experience mod by 55 points and overall insurance costs by 60%. Served on the board of directors and as President of the local Sheet Metal and Air Conditioning National Association (SMACNA). Acted as Chairman of management trustees for local jointly managed multiemployer pension and benefit funds affecting 1,700 workers. Management trustee of jointly managed international union safety funds affecting as many as 150,000 members.
