Tom Garrigan

Executive Director with over 17 years’ experience in building performance, compliance, and decarbonisation within the construction and built environment sectors. At BSRIA, I lead the delivery of product and systems testing, technical consultancy, and instrumentation services, supported by our advanced laboratories and a nationwide network of engineers. I oversee multidisciplinary teams across research, engineering, and consultancy to deliver scalable, real-world solutions that enhance sustainability and operational efficiency. Additionally, I manage core business functions—including IT, facilities, health & safety, and quality—ensuring compliance, resilience, and the retention of key ISO accreditations. At the board level, I contribute to shaping corporate strategy, strengthening governance frameworks, and managing organisational risk, including oversight of a complex group insurance portfolio. A key highlight of my leadership has been overseeing the refurbishment and retrofit of BSRIA’s head office. This ambitious project has transformed the building into a ‘living laboratory’—a practical demonstration of cost-effective decarbonisation strategies that also enhance indoor environmental quality and occupant wellbeing. I am passionate about reducing energy demand and enhancing occupant interaction with buildings by translating complex technical insights into practical, digestible, and actionable outcomes that drive measurable improvements in performance and decarbonisation.
