I lead the Village of Bellevue’s enterprise technology and geospatial strategy, overseeing governance, infrastructure planning, and digital transformation across all municipal departments. My work focuses on operational resilience, data‑driven decision‑making, and long‑term system sustainability. I provide executive‑level leadership for major technology initiatives, including modernization of enterprise platforms, information security governance, and cross‑departmental process improvement. I collaborate with organizational leadership to align technology investments with strategic priorities, strengthen continuity of operations, and ensure systems remain secure, scalable, and fiscally responsible. A core part of my role is building frameworks, standards, and processes that support consistent service delivery and position the organization for future growth.

I supported both geospatial and information technology operations during a period of organizational modernization and expansion. Working across departments, I helped maintain and enhance enterprise systems, streamline internal workflows, and improve public‑facing services. This role bridged technical execution with organizational needs, contributing to early infrastructure improvements and establishing practices that later supported Bellevue’s broader digital transformation.

As the founding developer of Bellevue’s enterprise GIS environment, I established the technical and strategic foundation for the organization’s modern geospatial capabilities. I designed and implemented core systems, developed governance standards, and created workflows that supported utilities, public safety, planning, and public works. My work included advanced spatial analysis, enterprise data management, and automation of key processes to improve data quality and support operational decision‑making. I also facilitated cross‑departmental committees to guide strategic adoption and ensure long‑term alignment of geospatial initiatives.

Served as a full-time GIS Analyst and Transportation Planner supporting county-wide planning initiatives, including Transportation Improvement Programs (TIP), Transit Development Plans (TDP), environmental justice analyses, and land use surveys. Authored chapters for comprehensive plans and presented planning studies, maps, and web-based visualizations to stakeholders and the public. Led cartographic and geospatial work across transportation, environmental, zoning, fire mapping, and custom planning projects. Spearheaded the development of the Green Bay Google Transit web application, collaborating with multiple agencies to integrate transit data into Google Transit Feed Specification (GTFS). Designed GIS schema, built SQL Server data transfer systems, and created a web portal to support real-time transit visualization. Played a key role in modernizing Brown County’s geodatabase architecture and expanding its GIS capabilities. I supervised GIS interns, led GPS-based data collection efforts, and developed interactive web mapping tools using ArcIMS, HTML, and JavaScript. Built custom applications and scripts using SQL Server DTS, Python, VBA, and ArcGIS Model Builder to automate workflows and enhance data accessibility. Developed a database program using MS Access and VBA to track Certified Survey Map (CSM) and Subdivision reviews and reporting. Supported Green Bay METRO’s bus stop inventory and GIS integration, and trained planning and transit departments on GIS, GPS, and database technologies.

East Central Wisconsin Regional Planning Commission GIS/Planner Technician (LTE) January 2002 – May 2002 & September 2002 – April 2003 Supported regional transportation and land‑use planning through GIS data development, spatial analysis, and map production using ArcView 3.x, ArcGIS 8.1, and PC ArcInfo. Digitized land‑use features, built topology, and conducted field verification. City of Fond du Lac Planning Department Volunteer Planner Assistant Intern October 2002 – January 2003 Analyzed demographic and census data for redevelopment planning. Reviewed annexations and rezoning cases, researched electronic messaging board ordinances, surveyed transit riders on potential transit center relocation, and supported building inspection through document digitization. Dodge County Land Information Department LIS/GIS Specialist (LTE) June 2002 – September 2002 Created GIS datasets and metadata for railroads, structures, E‑911 features, and plat‑book elements using ArcInfo 7.2 and ArcView 3.2. Produced bridge location layers for the Highway Department. Assisted survey crews with GPS and total station work for the re‑monumentation program and collected conservation GPS data using Trimble Pro XR. Winnebago County GIS Department Volunteer GIS Intern May 2001 – September 2001 Digitized land‑use changes and parcel updates in ArcView 3.2. Cleaned and built topology using GenaMap on Linux, learning the platform quickly to support countywide GIS accuracy and planning needs. Dodge County Planning Department Volunteer Parks & Recreation Planner Assistant March 2000 – December 2000 Developed a pilot field guide for the Wild Goose State Trail through GIS analysis, environmental research, fieldwork, and community engagement. Coordinated with local officials, residents, and interest groups to support recreation and conservation planning.

Served in a part-time technical role supporting quality assurance, layout inspection, and prototype analysis within a high-precision manufacturing environment. Conducted real-time X-ray inspections, Coordinate Measuring Machine (CMM)–based geometric dimensional analysis, and Geometric Dimensioning & Tolerancing (GD&T) layout studies for castings and prototypes. Supported first piece inspections, GR&R studies, and capability analysis using quality statistics, SPC, and Six Sigma methodologies. Collaborated closely with engineers, technicians, and production teams to identify and resolve quality issues, improve fixture setups, and streamline inspection workflows. Developed a Visual Basic application for CMM fixture visualization and authored technical documentation for setup procedures. Utilized tools including PC DMIS, Sheffield RS30/RS40/1808 CMMs, calipers, micrometers, and depth gauges, along with statistical software such as Northwest Quality Analytics (NWA), BASIC, and Visual Basic for Applications (VBA). This early technical experience laid the groundwork for my systems thinking approach and commitment to technical rigor skills that later became foundational in my municipal infrastructure, GIS, and IT leadership roles.

Worked for my father’s second-generation car dealership and auto repair business in my hometown of Waupun, Wisconsin. I began as a teenager and continued into my twenties while attending college, holding other part-time jobs, gaining deep experience in both mechanical repair, and customer service. Diagnosed and repaired mechanical and electrical issues across a wide range of domestic and foreign vehicles, including engine performance, suspension systems, transmissions, and drivetrains. Performed routine maintenance services such as oil changes, brake replacements, tire rotations, exhaust repairs, and engine diagnostics. Conducted comprehensive vehicle inspections and emissions testing to ensure compliance with state and federal standards. Utilized OBD-I and OBD-II diagnostic tools, timing equipment, and performance testing methods to troubleshoot complex issues. Performed basic auto body repairs and refinishing, along with full-service interior and exterior detailing, including deep cleaning, paint correction, waxing, polishing, and ceramic coating applications. Maintained a clean, organized, and safety-compliant work environment, adhering to environmental and shop safety protocols. Beyond the technical work, I had the privilege of serving a community I had grown up interacting with friends, neighbors, and extended family members who were part of our customer base. That connection remains one of the most meaningful aspects of my early career and my overall life’s journey.
