Provides overall leadership, direction, and coordination of the College’s purchasing activities to ensure that all procurements are obtained at the lowest possible cost to the College while complying with applicable regulations and guidelines and that all purchasing contracts over $5,000 are in the best interests of the college. Directs the procurement of all supplies, materials, equipment, and services. - Directly supervises full-time purchasing clerk. - Develops, implements and maintains comprehensive purchasing policies and procedures that maximize efficiency and minimum costs and risks. - Ensures that all procurement processes and multi-year purchasing contracts comply with applicable BTC Board, WTCS and State regulations and guidelines. - Approves all purchases that are over $5,000. - Negotiates multi-year contracts in order to increase benefits and limit risk exposure for BTC. - Negotiates prices, terms of purchase, and dates of delivery. - Develops specifications, bids, quotes, vendor lists and request for proposals. - Manages BTC’s purchasing card program. - Coordinates group purchases across departmental lines and with WTCS purchasing consortiums. - Researches, recommends and/or makes vendor purchase decisions. - Maintains an awareness of overall business and market conditions and responds to changes as necessary. Coordinate College-wide Interior Design and Furniture Procurement. - Ensure that College-wide upgrades in routine maintenance/remodeling (painting, restroom renovations, carpet replacements, etc.) and future purchases are in accordance with established facilities design standards for all campus locations. - Develop and implement College plans for furniture replacement, rotation, and disposal. Direct and secure work of vendors for procurement and installation of furniture and equipment. - Coordinate interior design aspects (ie. display cases, picture system, and sign holders) in public spaces.
