Formed and led a 60 person senior military and civilian task force with NATO representation. Facilitated US and international conferences for Post-2014 transformation of Afghanistan incorporating the Chicago and Tokyo agreements and subsequent international agreements. Successfully obtained commitments from multiple international and national delegations to support Afghanistan task force.

Led the transition team in the merge of headquarters from four major headquarters organizations into Headquarters United Staes Forces Iraq. Oversaw successful and unprecedented merger in a conflict environment resulting in a reduction of 4,000 administrative personnel. In conjunction with the American Embassy Baghdad, led planning for future operations in order to support U.S. objectives in Iraq. Planned and facilitated transfer of responsibilities to the Government of Iraq, Department of State, United Nations, and other U.S. and foreign governmental and non-governmental agencies.
