Project Evaluation Mission: Support to Populations Affected by the Sahelian Crisis in Northern Guinea, Côte d’Ivoire, Ghana, Togo, and Benin (APAC) The consulting firm Burton Consult was recruited to conduct the evaluation of the Support to Populations Affected by the Sahelian Crisis (APAC) project in the cross-border areas of northern Guinea, Côte d’Ivoire, Ghana, Togo, and Benin. This 18-month project (March 2024 – August 2025), with a budget of EUR 5,000,000, was funded by the Crisis and Support Centre (CDCS) of the French Ministry for Europe and Foreign Affairs (MEAE). The project aimed to strengthen socio-economic resilience and preserve social cohesion in cross-border territories particularly exposed to the effects of the Sahelian security crisis and to community tensions related to livestock mobility and access to natural resources. The evaluation was conducted based on the OECD DAC criteria (relevance, coherence, effectiveness, efficiency, impact, and sustainability). As a Country Coordinator, I carried out the following tasks and responsibilities: Review of project documentation (project documents, activity reports, internal evaluation survey results, and strategic publications on pastoralism in northern Togo). Preparation of data collection tools (key informant interview guides, focus group discussion guides, observation guides) and adaptation to the local context. Recruitment and training of data collection assistants. Coordination of field data collection and data processing. Drafting of the country evaluation report. Presentation and discussion of the report with the client and other partners. Key Results: 9 key informant interviews, 9 focus group discussions, and observation of 3 water and grazing sites. Supervision of 6 data collection assistants in 2 regions of northern Togo. Submission of a 69-page country evaluation report. Organization of a results presentation and discussions

Working closely with various stakeholders, including the USAID mission in Togo and West Africa, the US Embassy in Togo, Togo's partner ministries and local NGO implementing partners, I lead the implementation of the SRPS program in Togo. My main roles and responsibilities are as follows: • Represent the SRPS program and DAI in Togo and liaise with national stakeholders, including civil society organizations (CSOs), local communities and other key stakeholders. • Ensure technical supervision of the programme activities in the country, 20 grants and activities with government institutions including Programme d’urgence de renforcement de la résilience et de la sécurité des communautés (PURS), Comité Interministériel de Prévention et de Lutte contre l’Extrémisme Violent (CIPLEV). • Collaborate with SRPS leadership, USAID/West Africa Mission and USAID/Togo Mission to develop, implement and support work plan activities, and ensure that work plan activities align with local needs and priorities. • Actively coordinate with other ongoing USAID activities and programs in Togo to create synergies and target SRPS interventions to fill gaps and strengthen existing efforts • Develop and maintain relationships in target communities and with government institutions and CSOs. • Supervise programming unit staff at country level, including grants officers, finance and administration officer, logistics officers and project manager. • Manage the country office on all matters of financial and administrative management and grant development and implementation, • Communicate regularly with regional program management regarding project planning and implementation, problem identification and rectification. • Advise the team on the assessment of the local, political, legal and socio-economic situation in the country, and on how to adapt the program to ensure its relevance and effectiveness. • Contributes to regular project reports, including USAID monthly, quarterly and annual reports.

Working closely with the U.S. Embassy in Togo and the U.S. Agency for International Development (USAID), the goal of the USAID/OTI-funded Littorals Regional Initiative (LRI) is to support U.S. foreign policy priorities to consolidate stability and prevent violent extremism in coastal countries, including Togo, Benin and Ghana. As the person responsible for the development and implementation of the Program in Togo, I have the following duties and responsibilities: - General supervision of the portfolio of activities in the target intervention areas - Design of new activities, including identification of local partners and potential beneficiaries, monitoring implementation to ensure timely completion of activities - Ongoing analysis of the socio-political and security context in the intervention zone. - Development of the theory of change at activity level, thinking strategically about the contribution of each activity to the overall program objective. - Drafting activity/project ideas with estimated budgets and presenting them in internal activity review meetings for discussion prior to presentation and validation by USAID/OTI. - Technical assistance to local partners and beneficiaries in the design of activities. - Lead the design and development of grant proposals, work with the grants team to write grant agreements, manage grant implementation, ensure Creative and OTI regulations, procedures and practices are followed. - Monitor the implementation of each activity in collaboration with Finance and Grants. - Monitor program compliance with all OTI and Creative procedure manuals.

-Teaching tasks: Courses on conflicts resolution, NGOs in Peacebuilding, Transitional Justice, Political Communication, research methodology, introduction to sociology. -Research tasks: Briefing note on conflict in West Africa, publications on political dynamics in West Africa, monitoring of security context.

In the aftermath of the conflict in Côte d'Ivoire, ICTJ supported state and civil society organizations in implementing a post-conflict policy to consolidate peace. As program assistant, my tasks were : - Monitoring and analysis of the transitional justice process in Côte d'Ivoire. - Analysis of conflict dynamics in the Sahel region and risks for Côte d'Ivoire. - Technical assistance to governmental and non-governmental organizations in the implementation of transitional justice mechanisms, reconciliation projects, conflict prevention and social cohesion initiatives. - Provide technical assistance to victims in obtaining reparations. - Organize consultations and dialogues with communities. - Develop projects and draft activity and project reports. (Trust Africa, UNPBF, EU, ProVictimis, OSIWA...)

- Organization of the Young Politicians Program, which involved training 30 young people from Togo's political parties on issues of good governance, democracy, conflict prevention, electoral systems, human rights, political negotiations, etc. - Drafting of a study on the management of the National Assembly - Monitoring and analysis of the political situation and the dynamics of contestation and conflict.

Research Assistant on two projects: - Evaluation of Handicap International's project named "inclusive education" in Savanes region, Togo. - Social, economic and cultural feasibility study of a rural electrification project named "Cizo" in northern Togo

- Data collection on traditional mechanisms of peaceful conflict transformation in the chiefdoms of Togo. During this study, I was in charge of collecting data (focus groups, individual interviews, observation, etc.) in the Savanes region from traditional chiefs and communities, in order to identify endogenous methodologies for the peaceful transformation of conflicts.

- Planning, organization and monitoring of activities. - Organize the association's studies (impact studies, socio-economic and cultural feasibility studies, etc.). - Develop, raise funds and report on projects to partners.
