Coordinated policy relating to US Forces Korea with the Office of the Secretary of Defense in Washington, D.C., and other U.S. government partners on and off the Korean peninsula, in particular the US Embassy in Seoul. Also represented the Commander of US Forces Korea in discussions and negotiations with the Republic of Korea’s Ministry of Defense and Joint Chiefs of Staff.

Lead air operations analyst in Korean theater. Led theater missile defense & air campaign analyses, worked Hardened Deeply Buried Target and command & control targeting planning, helped develop & assess air component strategy, and contributed to two theater Operations Plans.

MS in Operational Analysis, Dept. of Operational Sciences. Concentration in Decision Analysis. Thesis on forecasting risks involved with developing emerging technologies (applied to Dept of Energy soil remediation tech investment problem).

As the U.S. Air Force’s Operational Test Agency, AFOTEC’s mission is to independently test and evaluate new capabilities in operationally-realistic environments to inform warfighters and influence national resource decisions. The Center evaluates the overall mission capability of all Air Force acquisition category I and II programs, as well as other programs under the oversight of the Office of the Secretary of Defense. AFOTEC is a direct reporting unit to the Chief of Staff of the Air Force and is comprised of 640 military, civilian, and contractor personnel including five detachments and numerous operating locations across the U.S.

Planned and executed DTRA’s Counter-Weapons of Mass Destruction basic & early-applied research investment strategy through $50M/year in grants to US and foreign universities and government/military labs.

Led a Basic Military Training squadron in producing 7400+ new Airmen during the most significant revision of the Air Force's enlisted Basic Training program since 1966.

Investigated high power microwave (HPM) effects on US/foreign military hardware. Led computer modeling efforts to predict HPM effects.

Deployed to Central Air Force's Combined Air Operations Center and served in its Strategy Division in the second "wave" of deployments after 9/11. Supported Operations ENDURING FREEDOM & SOUTHERN WATCH as Strategist and Chief of Operational Assessment while planning for operations in the Horn of Africa. One of the first air component planners at the CAOC involved in what became OPLAN 1003V for Operation IRAQI FREEDOM.

Helped lead air and ground operations at the Nevada Test & Training Range, the US Air Force’s premier air range, with 41,000 sorties/year in airspace the size of Maryland. Integrated targets, threats, feedback systems, & infrastructure with air & ground test/training missions for all aspects of joint warfighting & testing.

Executive officer for the Commander of 105-person Air Staff agency. Electronic warfare analyst. Led effort to compare tactical surface-to-air computer models to open air testing. Other studies included military worth/requirements analyses of the Common Missile Warning System, Miniature Air-Launched Decoy, U-2 defensive systems, and B-1 electronic combat systems.

Led wing operational, support, & contingency planning efforts. Organized & led 33 FW Commander’s Battle Staff in 9/11 response & Op NOBLE EAGLE, and in Dec 00 Operational Readiness Inspection. Wing OPSEC Program Manager and Tactical Deception Officer. Deployed Jan-May 02 as Chief, Ops Assessment/Strategist, Joint TF-South West Asia, Prince Sultan AB, Saudi Arabia. Supported Ops ENDURING FREEDOM & SOUTHERN WATCH in CENTAF Air Ops Center’s Strategy Cell. Helped build CENTAF OEF Ph III/IV strategy for three different theaters.

Teaches senior service school professional military education to U.S. and other senior military officers and civilian officials at the Dwight D. Eisenhower School for National Security and Resource Strategy (formerly the Industrial College of the Armed Forces).
