2020 - 2024 Served as the Special Agent in Charge / Director for the DHS Headquarters Investigations and Operations Division (IOD). Managed a criminal investigations program focused on identifying and mitigating internal/insider threats to DHS HQ programs, personnel, information, and facilities. Directed multi-jurisdictional investigations involving espionage, misuse of classified information and systems, sabotage, money laundering, financial fraud, terrorism, employee misconduct, and other serious felony offenses. Reorganized the legacy Internal Security Division (ISD) and revised divisional standard operating procedures. Assigned work and evaluated performance of Deputy and Assistant Special Agents in Charge, Branch Chiefs, and subordinate law enforcement, analytical, and support personnel. Served as DHS leadership mentor to supervisory criminal investigators, program managers, and analysts. Analyzed the performance of investigative and operational programs and develop strategic goals based on organizational priorities. Reviewed, revised, and created internal policy and Standard Operating Procedures (SOPs) for the Division and ensured proper implementation of standards across the organization. Assessed and managed Division budget, ensuring proper stewardship of funds intended for salaries and expenses including official travel, training, equipment, and operations. Built coalitions internally and with other Federal agencies, State and local governments, nonprofit, and private sector organizations. Managed IOD Computer Forensics Branch and Security Operations Branch, including DHS executive security protection operations for the Deputy Secretary of DHS. 2024 - 2026 Served as the senior level manager, responsible for all administrative and operational activities within the Coast Guard Investigative Service (CGIS) Northeast Region, encompassing eight states and three subordinate Resident Agent Offices (RAOs).

• Served as the Assistant Special Agent in Charge and co-founder of the FPS Office of Internal Investigations (OII) performing a full range of management functions to include assignment, direction, review and analysis of criminal and administrative misconduct investigations. • Directed and supervised field activities of criminal investigators assigned to sensitive internal investigations. Reviewed all reports for investigative sufficiency, content, and technical proficiency and provide guidance and oversight of all management inquiries conducted by FPS/OII. • Authored and updated policy to include administrative investigations manual, social media investigations policy, and FPS/OII mission directives. Developed new program initiatives and ensure continuous quality improvement. • Investigated sensitive and special inquiries (including SES and Presidential Appointees) on behalf of the Division Director, DHS Office for Civil Rights and Civil Liberties (CRCL), and NPPD Undersecretary. • Served as the senior Point of Contact (POC) for the DHS Office of Inspector General and other internal/external partners in matters involving criminal misconduct, violation of policy and regulations, and insider threat/national security related issues.

• Served as the Supervisory Special Agent for the National Protection and Programs Directorate, Office of Compliance and Security, Internal Affairs Division (NPPD/OCS/IAD) performing management review and analysis of criminal and administrative misconduct investigations. Periodically served as acting Division Director. • Directed and supervised field activities of criminal investigators assigned to sensitive internal investigations. Reviewed all reports for investigative sufficiency, content, and technical proficiency and provide guidance and oversight of all management inquiries conducted by OCS/IAD. • Authored and updated policy to include administrative investigations manual, social media investigations policy, and OCS/IAD mission directives. • Investigated sensitive and special inquiries (including SES and Presidential Appointees) on behalf of the Division Director, DHS Office for Civil Rights and Civil Liberties (CRCL), and NPPD Undersecretary. • Coordinated with DHS Office of Inspector General in matters involving criminal misconduct, violation of policy and regulations, and insider threat/national security related issues.

• Directed a criminal investigation/intelligence program encompassing a full range of criminal and administrative investigations and related support activities including major fraud, theft, assaults, threatening communications and other major crimes. Supervised the investigation of violations of federal statues committed in public buildings, grounds and other areas under the control and jurisdiction of the Department of Homeland Security. • Managed, developed, and directed regional law enforcement and security program, to include conducting comprehensive physical security assessments designed to evaluate and determine staffing and related security requirements for the protection of personnel and property. • Provided special security protection for various federal agencies upon request, including high-ranking government officials, other VIPs and visitors from foreign countries while in DHS controlled buildings and properties. • Maintained and coordinated staff liaison with local, state and Federal and private sector law enforcement organizations on matters such as demonstrations, civil disorders, terrorist and criminal activities. This included coordination of a court security program, contract adjudications program, regional intelligence program, and participation in the Joint Terrorism Task Force (JTTF) executive board. • Performed a full range of supervisory and human resource management functions to include management of overtime and travel budget, training and supplies budget, technical investigative equipment, fleet management, investigative expenses, and special operations.

• Planned, organized, supervised, and conducted highly complex criminal investigations and special inquiries (domestically and abroad). Served as lead agent and technical expert in conducting interviews of high level government officials and foreign nationals, surveillance and technical operations, drafting affidavits, and executing warrants. • Assisted in the establishment and supervision of Middle East Investigations Branch (MEIB) and Operations Branch investigations by reviewing and approving written investigative reports for effective application of federal, state, and/or local criminal statutes. Exercised final review over affidavits, training requests, budget items, and coordination of agent activities domestically and abroad. • Researched, analyzed, and developed OIG Investigative Procedures Manual dealing with issues involving complex criminal investigations and administrative issues. Developed detailed policy on reporting standards, case management, firearms and use of force, and identification/handling of subjects. • Served as Program Manager for Hotline Operations, Training, Firearms, Investigative Procedures/ Policy, and Case Management System (CMS). • Prepared monthly briefing for Inspector General, reports to Congress, and peer reviews of Council of Inspectors General on Integrity and Efficiency (CIGIE) agencies. Communicated orally to convey ideas and establish staff priorities through management briefings, presentations, and outreach activities. Gained support from a variety of clients and audiences through development and dissemination of anti-fraud/anti-corruption material and management implication reviews. • Served as lead firearms instructor, use of force instructor, and paramedic (EMT-P). • Periodically served as acting Special Agent in Charge (SAC), Operations Division.
