As z/OS Technical Lead and Senior Systems Programmer, designs, codes, and maintains operating system exits, performs daily analysis of SVC dumps, daily use of IBM ServiceLink, and collaborates daily with other systems programmers to identify opportunities to reduce CP MSU consumption. Recommended procurement of IBM zEnterprise Data Compression (zEDC) cards, performed as lead in testing and implementation of zEDC exploiters, resulting in reduced general CPU consumption by products such as IBM Connect:Direct, TIBCO MFT Platform Server, PKZIP, and IBM Hierarchical Storage Management (HSM) that perform extensive data compression. Performs daily analysis with RMF Monitor III to identify impacts to system performance. Makes occasional use of Compuware STROBE product to identify main causers of high CP consumption by application programs and vendor products. Makes use of IBM LPAR Design Tool in analysis to determine adjustments to LPARs’ logical CPUs and weights to improve HiperDispatch and set entitlements to shared CPU resources. Provides primary installation, maintenance, and technical support for SAS Institute SAS for z/OS, Rocket Software Model 204 (M204), Dino-Software T-REX, and coding and implementation of Compuware ThruPut Manager Job Action Language (JAL) including testing with JAL Test Facility (JTF).

As z/OS Senior Systems Programmer, performs daily analysis of SVC dumps, design, code, and maintains operating system exits, and collaborates daily with other systems programmers. Assumed primary responsibility for installation and support of the Rocket Software Model 204 (M204) DBMS and SAS Institute SAS for z/OS software products. Designed and authored the LM-developed Sweeps for z/OS System to support new CMS Enterprise File Transfer (EFT) Architecture. Sweeps for z/OS includes assembler exits for the IBM Connect:Direct Allocation and TIBCO Managed File Transfer Platform Server (MFTPS) for z/OS Pre-Allocation User exit points. Provided onsite training to CMS CDS and HPES Enterprise Data Centers (EDC) on the installation and use of Sweeps for z/OS. Performed initial configuration and installation of the TIBCO MFTPS z/OS, formerly known as CyberFusion. Provided primary technical support and recognized as SME for MFTPS z/OS. Performed major upgrade of Connect:Direct for z/OS 4.6 to IBM Sterling Connect:Direct for z/OS 5.1.1. Provided primary technical support for Connect:Direct for z/OS. Designed and coded dozens of REXX utilities that automate daily RACF and EFT provisioning for major CMS applications. Designed, coded, and implemented the IDentity Manager (IDM)/RACF Post-Processing System, which automates RACF and MVS provisioning of new userIDs provisioned by the Individuals Authorized Access to CMS Systems (IACS). Project Manager for the Enterprise User Administration (EUA) project that employed BMC Control-SA product suite. Maintained project plan, coordinated technical activities of more than forty technicians, participated in functional design and solutions meetings, technical representative for solutions on the RACF Resident Security System (RSS), installed and maintained Control-SA/Agent for RACF. Performed extensive changes to locally written SVC and coded multiple JES2 exits to support mainframe resource accounting requirements.

Senior Technical Advisor for OS/390 Mainframe Operating Systems on the Centers for Medicare & Medicaid Services (CMS) Facilities Management Contract (FMC). - Worked closely with FMC system software and production control teams, CMS Technology Infrastructure Group, and application groups in support of the CMS Data Center. - Performed daily review of dump and elimination (DAE) data, system dump analysis with IPCS, and use of IBMLink to identify applicable APARS. - Makes extensive use of assembler language (ALC). Designs, codes, and maintains local operating system with SMP/E in support of CMS business objectives: • Designed and coded RACF new password exit to enforce CMS Enterprise Password Standard for Enterprise Single Authentication Source (ESAS) project. • Designed and coded CMS Account Code Authorization SVC, SMS ACS DATACLAS Exit, and TSO/E Logon Post-prompt Exit for CMS Mainframe Resource Accounting project. - Represents FMC and supports CMS Technology Management Group with RACF and MVS aspects of all ADP Security Audits. - Co-Instructor and co-author of RACF Data Set Protection class presented to CMS employees and contractors at the CMS Training Center. Presented modified version to CMS Office of Inspector General and video cast to CMS Regional Offices. - Diagnosed a storage overlay problem in a vendor supplied financial application system (a.k.a. Federal Success) that affected one of CMS’s critical applications. Recommended corrective source code change to vendor, which ultimately resolved the same problem in at least five other federal agencies, including Social Security Administration, Secret Service, and Center for Disease Control. This resulted in nomination for the CSC Technical Excellence Award for all three members of the diagnostic team. - Planned and implemented tape data set protection for the CMS Data Center using RACF and CA-1.

CSC - SSD/Command Management Operations, Goddard Space Flight Center (GSFC) Command Management Facility (CMF) Performed performance measurement and tuning, problem determination, operating system installation and maintenance, HCD and IOCP, and RACF systems programming and security administration in an MVS/ESA/JES2 SP4.3 environment. Member of a two-person team that successfully completed a major migration from the IBM MVS/SP1 operating system to MVS/ESA 4.2.2. The entire migration had minimal, if any impact on operations and resulted in nomination for the CSC Technical Excellence Award. Assigned as a Systems Analyst, maintained and enhanced the CMF Monitor/Message Handler and Generic Subroutine Library. Primarily written in IBM assembly language, these support systems made extensive use of MVS subsystem structures and cross-memory services.

As Task Manager, IBM Consulting Services Group, Directed the activities of other systems programmers, participated in program status reviews, and performed formal reporting to other activities and clients. Provided mainframe operating systems support and consulting services to CSC activities in the Maryland, Washington D.C., and Virginia area. As a consultant to the Technology Activity on the NAS Program, a large-scale development effort on an IBM compatible mainframe, designed, developed, and installed a multi-function supervisor call (SVC) routine. The SVC provided privileged services to support the multi-user, multi-key requirements of the NAS Program development effort. As a member of a two-consultant team on the JDSSC Project at the Pentagon, performed a major system upgrade that included system generation support and installation of ACF/VTAM, CICS, and a 3725 communications controller. Performed security vulnerability assessment of the MVS operating system. Senior Systems Programmer and task lead of the Operating Systems Support group on a major software development project for the NSA. Performed pre-installation planning, site preparation and activation of a software development facility consisting of an IBM 4381 processor and peripherals in an MVS/SP/JES2 environment. Installed and maintained the MVS operating system and program products using SMP/E.

As a Computer Systems Analyst and Team Leader, provided technical support for a major IBM mainframe computer complex consisting of IBM 308X, 303X, and 43XX processors in an MVS/SP/JES2 multi-access spool environment. Provided first level problem determination and around-the-clock on-call support for IBM operations. Worked closely with the IBM Support Center, IBM Program Support Representatives, and other systems personnel to isolate and resolve systems software discrepancies. Designed and authored many special-purpose system level utilities, including co-designer and co-author of Archive/Restorer (Archiver), Automated Migration Process (CAMP), and the Automated Job Monitoring System (AJMS). Selected by Baltimore area Federal Executive Board as one of three finalists for Employee of the Year Award, 1973. Received numerous Sustained Superior Work Performance and merit awards.
