I supported the United Nations Under-Secretary General for Field Support in the responsible execution of her delegation of procurement authority. I was responsible to establish procedures and policies to manage the relationship between DFS and Procurement Division of the Department of Management (which is the technical procurement authority and buyer at UNHQ) and for the execution of the DFS procurement delegation in the field. This included managing delegations of authority to Directors of Mission Support/Chiefs of Mission Support in the field, negotiating policy and procedures with Procurement Division and with the Department of Management as they affect peacekeeping procurement, and overseeing training and personnel matters for procurement in peacekeeping.

Procurement of computer network hardware and software project management to support introduction of distributed, computer based, self paced learning throughout the Australian Army.

Responsible for all administrative, logistics, distribution and personnel planning for a major military formation with approximately 11,000 staff. Responsible for management of facilities valued at over $AUD100 million and contstruction projects valued at over $AUD40 million.

Planning and management of strategic movement (multi-modal transport) to deploy, sustain and redeploy Australian military contingents, on exercise and operations, both within Australia and overseas.

Member of an in-house consultancy to review and report on the effectiveness of United Nations peacekeeping procurement governance arrangements and to make recommendations for improvement of peacekeeping procurement governance in order to better support filed operations.

Develop Motor Transport procedures for operation of the DPKO Motor Transport Fleet of over 12,000 vehicles. Develop Motor Transport Professional Development and Technical Training for the several hundred motor transport staff in field Missions. Establish the mechanisms to implement the Motor Transport Acquisition Plan in order to enhance rapid deployment. Contribute to the establishment of DPKO Strategic Deployment Reserve Stocks of motor transport equipment. Manage the Current Fleet by reviewing current fleet performance and develop and implement a plan for improvement. Develop a comprehensive fleet management system. Development of fleet budgets.

* Oversee the management of the Chief's close support staff, comprising a legal officer (P-4), finance officer (P-3) and two personal assistants. * Act as the Service's business manager, comprising development and implementation of the annual business plan. * Act as the Service's Information Management Strategy Focal Point. * Oversight of the Service's development and processing of Mission Staffing Panels. * Review and filter correspondence for review by the Chief, and determine distribution of and tasking in response to routine correspondence. * Draft correspondence on behalf of Chief, generally on operational matters. * Oversee the Chief's schedule of appointments, particularly for operational and mission personnel related matters. * Develop and maintain Service standard operating procedures.

* Develop all DPKO Surface Transport policies and procedures. * Collect and collate management information to support policy and procedure development, particularly vehicle insurance requirements. * Monitor the implementation of DPKO and Mission road safety policies. * Develop and implement policies and procedures internal to Surface Transport Section to ensure effective operation of the Section. * Acted as special project officer to support the Chief of Specialist Support Service (SSS). * Served as the SSS representative on the study team reviewing relocation of LSD functions to the UN Logistics Base (Brindisi). * Drafted papers for Chief SSS commenting on and providing input to the division of responsibilities within LSD. * Acted as second in charge of Surface Transport Section and OIC during absences of the Chief of Surface Transport Section.

Note: Employment in Rwanda was undertaken on secondment while still employed at the Australian Defence Force Command Centre.) Established and operated the military/contractor (Brown and Roote) transportation and distribution system to carry out resupply throughout the Mission area. Established and operated the transportation and Way Stations for the cooperative (UNAMIR, IOM, NGOs) operation to repatriate the displaced of Rwanda.

* Leader of the project to develop the Logisitics Support Division (LSD) Contracting Plan. Responsible to establish the project Terms of Reference and manage the work of the project team. The objectives of the project are to: * give senior Department of Field Support management visibility of the LSD contracting program. * identify contracts requiring special management attention, i.e. those about to lapse and those which are under-performing. * identify areas where there are gaps in contract coverage. * propose new contracting structures and options to better meet the needs of DFS. * To present a prioritized contracting plan for implementation to provide comprehensive DFS contract coverage for field support needs.
