Stephen Kiraly

Stephen Kiraly is a Senior Managing Director of the LitCon Group, a Vertex company. Mr. Kiraly has more than forty-five years of accounting and consulting experience. Mr. Kiraly has extensive experience in public contracts practice, serving contractors, governmental agencies, architects, engineers, subcontractors and counsel on a wide variety of issues dealing with Federal Government procurement laws, rules and regulations Mr. Kiraly has provided assistance to clients regarding the interpretation of and compliance with complex regulations including the Federal Acquisition Regulation, Cost Accounting Standards, Procurement Integrity Act, False Claims Act, and Truth in Negotiations Act. In addition, he has provided consultations on cost accounting, claims analysis, pricing, management control systems, fraud issues, and litigation support. He has directed regulatory compliance, defective pricing and cash flow reviews of major public contracting companies. Mr. Kiraly has provided expert testimony on government contracting issues ranging from the procurement process and bid protests to increased cost claims with over $3 billion in dispute. Mr. Kiraly has lectured on the topics of government procurement regulations, Sarbanes-Oxley, and the pricing of damages. He was an adjunct member of the faculty at Florida Institute of Technology and has provided expert testimony in depositions and in trial. He has testified as an expert on damages before the U.S. Court of Federal Claims, U.S. District Courts, various state courts, Boards of Contract Appeals and in ADR proceedings.
