Served as senior collocation design engineer and project manager. Responsible for analyzing, planning and engineering collocation jobs in Colorado and Wyoming. Engineered a variety of collocation efforts, including caged, cageless, virtual and Interconnection Distribution Frame.

* Represented Qwest as subject matter expert for federal and state regulatory reporting requirements in connection with network service outages. Interpreted and communicated new and existing obligations for the network operations and compliance organizations on outage reporting, cybersecurity and PDR related matters. * Key Accomplishments: *  Responsible for reviewing state and federal legislation for potential impacts on the local network, including capital and expense implications. *  Effectively met all federal and state outage tracking and reporting requirements. *  Responsible for network knowledge during contract negotiations and technical discussions with customers. *  Co-Chair of CSRIC Working Group 6: Best Practices Implementation. *  Represented Qwest during United States Telecom Association, Independent Telephone and Telecommunications Alliance, and FCC Network Outage Reporting System/Disaster Outage Reporting System Coordinator meetings.

* Served as public policy representative responsible for all outage reporting criteria as outlined in the FCC Outage Order and State Commission rules. Represented corporate advocacies on network numbering issues. Responsible for all aspects of the Interconnection Agreement negotiations. * Key Accomplishments *  ● Qwest interface with the FCC for all Outage Reporting issues, discussions and correspondence. *  ● Represented Qwest in meetings with state and/or federal regulators and at meetings with Qwest customers. *  ● Represented corporate advocacy positions in network reliability and numbering Industry Forums. *  ● Provided input on network structure and lead resolution of network issues.

Currently leads the Public Policy & Compliance Organization, which is responsible for developing CenturyLink’s corporate policies, supporting tariff filings, implementing and maintaining rates, providing analytical and mapping support, and ensuring continued compliance with regulatory requirements. The organization advises business units on network deployment and product enablement, advocates on behalf of the company, and negotiates the development of industry standards and procedures. The team is staffed with technical experts and special advisors in the regulatory policy area who provide expert advice, interpretation and recommendations to guide business, regulatory, compliance, and risk management efforts.

* Responsible for a variety of federal and state regulatory initiatives, including Federal and State outage reporting, cybersecurity and Poles, Ducts and Right of Way (PDR). Serve as subject matter expert and point of contact for the Federal Communications Commission (FCC). Provide public policy participation and maintain responsibility for interpreting and communicating new and existing regulatory, operational and compliance obligations. * Key Accomplishments: *  Managing corporate interests in cybersecurity-related meetings with federal and state regulators. *  Represents CenturyLink at outage reporting, PDR and cybersecurity related meetings and national forums. *  Single point of contact for the FCC on all outage reporting issues, discussions and correspondence. *  Chair of the FCC Communications’ Service, Reliability and Interoperability Council (CSRIC) Steering Committee. *  Co-Chair of the Alliance for Telecommunications Industry Solutions’ Network Reliability Steering Committee.
