The National Defense University (NDU) is the premier national security institution focused on advanced joint education, leader development and scholarship. NDU is an internationally recognized graduate-level university which gathers and integrates public, private and international partners in an academic setting to address complex national and global security issues. NDU prepares future U.S. and international leaders of Armed Forces and civilian agencies for high-level policy, command and staff responsibilities. The field studies program consists of several field trips to various locations in the United States throughout the entire year of study. The objective of the program is to assist the Fellows in acquiring a balanced understanding of American society, institutions, and goals, in addition to their training and military experiences while in the United States. Studies include visits to private homes, industrial locations, cultural exhibits, farms, schools, historical points of interest and civic activities and events. The Field Study Program is considered a vital component to provide a balanced understanding of American society, institutions, and goals. - Assess adult applicants’ suitability for the 2022 Asia Pacific Leadership Program a program of the East-West Center for mid-career professionals. - Utilize online application review platform Submittable to read, rate, and provide notes on applications and supporting documents. - Assess spoken and written English language fluency of global applications from Asia and South America utilizing applicant video and written essays. - Consulted on best practices in candidate selection with professional staff leadership as external reviewer

Sarah Phillips served as the Education Director for international research programs in the Kono Group at Rice University. Programs served as catalysts for U.S. & Japanese STEM students interested in future graduate study and research and sought to contribute to the development of a generation of globally-engaged scientists & engineers who have the technical and cultural skills to contribute to vibrant international research collaborations in the future and include the: 1. 2016 - 2019 TOMODACHI STEM @ Rice University program which brings female Japanese undergraduates to Rice for five weeks of research each spring (Feb. - March). This program is funded by the U.S.-Japan Council through a TOMODACHI Initiative grant. From 2016 - 2019, a total of 40 students representing 20 universities in Japan participated. 2. 2016 - 2018 Nakatani RIES: Research & International Experiences for Students Fellowship organized by the Japan-based Nakatani Foundation and implemented by Rice University. Through this program, science & engineering undergraduates participate in summer research internships abroad. From 2016 - 2018, a total 31 Japanese students and 38 U.S. students participated in the program. Female STEM students represent 44.4% of Japanese participants and 45.1% of U.S. participants. 2006 - 2015 NanoJapan: International Research Experience for Undergraduates program which was funded by an NSF Partnership for International Research & Education Grant and selected as a 2008 IIE Heiskell Award recipient. NanoJapan was also profiled in a 2012 National Academy of Engineering report on "Infusing Real World Experiences into Engineering Education". From 2006 to 2015, 144 freshman and sophomore students participated in the NanoJapan; representing 49 U.S. universities. The program was particularly successful in recruiting underrepresented STEM students. Among program alumni, 62.5%, have gone on to pursue further graduate or professional degrees; the majority in STEM fields.

NanoJapan: International Research Experience for Undergraduates Program. - Recruitment & Selection: National recruitment and outreach to STEM students and coordination of the on-line application, interview and selection process. - Collaborate in the development and implementation of pre-departure orientation and re-entry program focused on health and safety abroad, intercultural communication, presentation and public speaking, and career development. - Academic: Responsible for review and grading of weekly student reports and advise PI on final grade for ELEC 490: Electrical Engineering Research Projects course. - Maintain NanoJapan alumni records, including contact information and post-participation activities. Advise NanoJapan alumni on future academic and career opportunities. International Agreements: Coordinate the development of Memorandum of Understanding (MOUs) with relevant PIRE collaborators in Japan. Proposal Development: Collaborate with PI and relevant co-PIs on the design and development of education and broader impact statements and development of related budgets. NanoREIS (Research Experiences for International Students): Manage reciprocal research internship arrangements for Japanese students coming to Rice Research: Present at national meetings and conferences for international and engineering education and contribute to submission of publications to relevant journals and media sources. Meeting/Workshops: Assist in the development and implementation of PIRE workshops or conferences including annual PIRE advisory board meeting. Manage regular communications with the advisory board. Financial: Manage the PIRE education budgets at Rice, coordinate education contracts and payments. Marketing & Publicity: Manage TeraNano PIRE website, promotional materials, Facebook page, and Linked In group. Reporting: Preparation of education section of annual report and compilation of all education program statistics.

The Center for Southeast Asian Studies (CSEAS) is one of only eight National Resource Centers (NRC) for the study of Southeast Asia in the United States as awarded by the US Department of Education. The CSEAS acts as a coordinating body for Southeast Asian studies throughout the university. With more than 50 affiliated faculty members, distributed through 21 departments, the Center works with the largest concentration of Southeast Asia specialists in the United States. More than 100 language and area studies courses are regularly offered, with particular strengths in the humanities and social sciences.

- Assisted in all aspects of set-up and implementation of Scholarship Office activities. - Collaborated with colleagues in the Higher Education Institute to ensure program objectives were met. - Advised Qatari students seeking to pursue higher education opportunities at Education City in Doha, Qatar and abroad in the U.S.

- Successfully managed U.S. Department of State study abroad scholarship program for Pell Grant recipients during a period of growth from an annual contract of $1.3 million to over $7 million; - Primary advisor for all potential student applicants, selected participants and alumni and for all study abroad and financial aid office inquiries from universities nationwide; - Developed and implemented national marketing and outreach plan to increase and diversity applicant pool, particularly among groups traditionally underrepresented in study abroad; - Developed and implemented all alumni affairs programming; - Represented program at regional and national conferences and annual sponsor meetings; - Supervision of all program volunteers and temporary staff.

Volunteered as an English Language Teacher at the Lijiang Ethnic Minorities Orphanage School in Lijiang, Yunnan, P.R.C. where I taught conversational English in four classes, levels 1 – 4, with approximately 25 – 30 students in each class. Lived on-site at the school and interacted closely with children both in and outside of formal class sessions.

PhD coursework commencing in Fall 2014 focusing on international education for STEM students. The PhD program in Educational Foundations aims to create in educational professionals an understanding of the socio-cultural, historical, international, philosophical, and political contexts of education so that they can make informed and wise decisions about educational problems and policy issues in order to better contribute to a just, diverse, democratic society. 39 Credit Hours in: International & Comparative Education, Education and the World Order, Social & Cultural Contexts of Education, Student Affairs in Higher Education, International Development Education, History of Education in America, History of Education in Hawaii, Approaches to Educational Inquiry, Educational Psychology, Quantitative Methods, Qualitative Research Methods.

The Asia Pacific Leadership Program (APLP) is the center of excellence for leadership education in Asia Pacific and a signature program of the East-West Center. The nine-month program links advanced and interdisciplinary analysis of emergent regional issues with experiential leadership learning. During the first five months all participants are based at the East-West Center in Honolulu where the program focuses on 1) interpreting emerging issues facing the Asia Pacific; 2) developing leadership capacity; and 3) professional development. Activities include workshops, discussion seminars, outdoor challenges, lectures, simulations, field experience, independent work and online activities. During the spring term, participants engage in a range of flexible customized options which may include existing or new professional positions, applied leadership projects, extended field studies, or coursework at the University of Hawaii. There is a May graduation/re-union and conference in Honolulu.

- Specialization in International Studies with 27 graduate credit hours including courses in Intercultural Issues, Regional Study of East Asia, 3rd World Politics, Contemporary International Relations, American Foreign Policy, Public Diplomacy, Consuming Culture, and Russia Since Alexander II. - Minor concentration in Counseling Education with 18 graduate credit hours including Cultural Foundations of Education, Multicultural Populations, Guidance Services, Human Growth and Development, Abnormal Psychology and Socieo-Cultural/Family Issues in Counseling

- Recipient of SIT-Freeman Foundation Study Abroad Scholarship. - Based in Kunming, the capital of Yunnan Province, this semester study abroad program program examines the social, historical, and cultural factors shaping and sustaining China’s minority communities. - Topics of study include: Traditional Chinese cultures and beliefs; the growing gap between urban and rural life in China; the impact of tourism on minority cultures.
