As the Senior Manager of the Deemed QA/QC team at SCE, I lead a team of engineers responsible for ensuring the technical accuracy, regulatory compliance, and operational excellence of deemed energy efficiency measures. Key Responsibilities: Sponsor and maintain deemed measure packages for portfolio use, including: - Gathering operational feedback from internal stakeholders and 3rd party implementers on eTRM measure packages. - Responding to CPUC Energy Division inquiries and resolving measure issues. - Managing intake of measure package requests from the Statewide Emerging Technologies (ET) program. Own and evolve QA/QC tools such as desktop review and inspection checklists: - Provide training to Program Staff (PS) on checklist usage and sense-checking protocols. - Continuously refine tools based on team and stakeholder feedback. Oversee savings review of deemed projects, including: - Guiding and holding CCC-PS accountable for desktop reviews and inspections. - Developing dashboards and systems to support QA oversight and transparency. - Personally handling complex QC cases and validating key savings criteria. - Identifying and executing continuous improvement opportunities and control revisions. - Collaborating closely with vendors and internal teams to ensure end-to-end quality. - Surfacing measure package amendments to CPUC based on market insights. - Synthesizing CPUC dispositions to inform the Technical Policy Oversight Team (TPOT).

As the leader of the Custom QA/QC team, I oversee the strategic and technical execution of quality assurance and quality control processes for custom energy efficiency projects. My role bridges engineering rigor, regulatory compliance, and operational excellence to ensure project integrity and alignment with CPUC Ex Ante Review requirements. Key Responsibilities: - Represent SCE in the Custom Projects review process as defined by CPUC decisions, serving as a primary liaison with CPUC staff and consultants to ensure alignment with regulatory expectations and requirements. - Lead a cross-functional team of engineers and analysts in reviewing and validating custom project submissions for technical accuracy, cost-effectiveness, and policy compliance. - Develop and refine QA/QC protocols, including documentation standards and iEnergy workflows, to mitigate audit risks and ensure defensibility during ASD audits. - Manage end to end custom project lifecycle for SCE's Energy Efficiency Program - Collaborate with internal stakeholders and third-party implementers to clarify project scope, resolve escalations, and streamline review cycles. - Provide mentorship and guidance to team members, fostering a culture of accountability, continuous improvement, and knowledge sharing.

- Manage the Engineering Review & Analysis (ERA) team which is responsible for the development, quantification, maintenance, and quality assurance of energy efficiency (EE) engineering data that are used to support activities and measure achievements for SCE customer facing EE programs. EE programs are a primary tool addressing California's aggressive GHG mitigation policies. The ERA group's work is a significant part of getting new energy-saving technologies approved for use by SCE's customers. - Provide leadership, support, and direction to the ERA team in order to provide excellent technical advice and support to SCE's EE programs. - Balance mix of day-to-day operations and policy with strategy in support of SCE goals and customer needs. - Lead technical/engineering support for the DSM portfolio and program managers through the development, justification, and defense of ex-ante savings estimates for custom projects and workpapers. - Ensure provision of technical reviews and internal specialized engineering analysis to support development of technical DSM potential forecasts for portfolio planning. - Provide oversight of engineering and savings analysis of complex custom projects. - Manage third-party engineering vendors, including timely communication and training, as needed. - Lead technical oversight function for activities in support of 3P Solicitations, including CET reviews, Proforma support, and negotiations. - Represent SCE at CPUC ED Ex Ante public workshops and policy meetings, as needed. - Interface with CPUC ED technical consultants and staff on custom projects and WP reviews. - Coordinate with CalTF (California Technical Forum) for assigned activities as the IOU statewide lead. - Coordinate SCE participation in the development and launch of the new Statewide eTRM (electronic Technical Reference Manual).

- Ex-Ante Review Lead for custom projects and provide oversight on SCE’s custom project ex-ante review process - Lead technical/engineering support for the DSM portfolio and program managers through the development, justification, and defense of ex-ante savings estimates for custom projects - Improved SCE’s Efficiency Savings and Performance Incentive (ESPI) Ex-Ante Review Performance Score from 23.10/50 in 2016 to 39.55 in 2017, 50/50 in 2018, and 47.8/50 in 2019 – ESPI is a performance award for Investor Owned Utilities (IOUs) ex-ante review conformance. - Provide leadership and overall strategy to improve the quality of custom projects including cost reduction and improve review time. - Manage CPUC Energy Division (ED) staff relationships as the main point of contact for custom projects submitted in ratepayer-funded energy efficiency programs - Manage engineers and third-party technical engineers to deliver Early Screening Review and Technical Review for custom projects - Represent SCE at CPUC ED Ex Ante public workshops and policy meetings - Lead Developing SW Guidance Documents sub-group for SW Custom Projects Review Stakeholders Engagement, SW Savings by Design (SBD) Technical Review Checklist Task Force, and SW Custom Projects Coordination Monthly Meetings (PAs and CPUC only) - Provide leadership to statewide team including the staff from the four investor-owned utilities and Commission staff in developing Statewide Custom Projects Guidance Document and Ex-Ante Review Timing Protocol Document as directed in Section 381.2 of the Public Utilities Code. - Oversee and provide guidance to engineers/project managers to respond to request related to ED-selected projects, the Custom Solution Code process, Statewide Customized Calculation Savings Guidelines (CCSG) - Received the 2019 Edison Award nomination
