Responsible for building and maintaining healthy business relationships with clients by understanding their goals and providing them with high-quality deliverables. Identify efficient processes and techniques to achieve the desired results of the clients following their budget limitations and timetables. Work collaboratively with project teams and leadership to better monitor a program or project’s progress and alignment with client expectations. Work hand in hand with marketing and public relations to develop brand awareness on various platforms to reach clients in the desired markets.

Provide prompt response to qualified leads and deliver client-requested incidental documentation, project experience information, certifications, and other materials in a timely, professional manner. Develop responses to requests for proposals (RFPs), requests for information (RFIs)and requests for quotes (RFQs) with technical team; to include SF330s. Coordinate and lead team reviews of proposal strategies, storyboards, win themes and content according to company proposal process. Provide oversight of final proposal production, including desktop publishing, proofreading, editing, printing, and binding. Coordinate proposal efforts with SMEs, contracts, contractors, subcontractors, finance, human resources, and others as necessary. Prepare business development and project-specific presentations utilizing Microsoft PowerPoint and various other graphic tools. Monitor status and schedule/timeline of proposal development-related documents for completeness, compliance with RFP requirements and inclusion of win themes and discriminators. Receive, review, and extract all needed information from RFQ or RFI and disseminate their requirements to SMEs. Deliver compliant, winning proposals and convincing RFIs. Attend Client Proposal kickoff and informational meetings. Request and attend debrief meetings for opportunities not won

Day to day oversight and development of the mid and long distance runners; as well as, the cross country team

Mr. Carroll is responsible for oversight on all financial and operational aspects of the Environmental Science Unit; including developing and driving financial forecasts and analyzing the organizations revenue and costs. Duties include interpreting operating results as they affect the financial aspects of the business, evaluating and approving expenditure decisions, identifying operational risk factors that may impact the business performance of the division and presenting key business insights and recommendations to achieve the organization's current and future goals. Other duties include making specific recommendations which will result in cost reduction and both profit and process improvements. Mr. Carroll works closely with members of the Executive department to expand the company’s footprint in throughout CONUS and OCONUS with a focus on USACE and private industry. He oversees the identification of business development opportunities and derives long-term strategic plan for the division; and is responsible for the management and oversight of the division's staff on a day to day basis. Other Duties and Responsibilities: •Maximize project profitability and meets billable targets •Recruit, develop and retain staff to support the division's strategic growth plan •Plan, coordinate, communicate and facilitate activities on projects of all sizes from conception through completion

Responsible for winning business opportunities in the areas of Environmental services, IT, and the Federal Government; with a focus on USACE, ANGB, NOAA NMFS and AEC. Manage the pursuit of opportunities through award. Identify and qualify opportunities, and develop bid strategies, pricing, teaming, and proposal strategies. Identifies the resources required to pursue bids; establishes any required infrastructure, processes, and plans; and manages execution of opportunities. Act as the proposal manager on certain proposals, and will become Program Manager for awarded proposals. Currently manage the NOAA/National Marine Fisheries Services (NMFS) and its Western Region Science Centers in delivering professional, scientific, and technical support services. Overseeing task order proposals and bids, daily management of contract schedules, budgets and personnel; while working with NOAA providing services which include biological and physiological field experiments and surveys, support of NOAA’s Observer Program, operational procedural support, development of models and simulation for fisheries management, preparation and review of fisheries management journals and other scientific publications, local and traditional knowledge expertise to the native Hawaii and Alaska cultures, and analysis, maintenance, and archiving of passive acoustic data sets.

Mr. Carroll comprises a number of techniques and responsibilities to create new customers and penetrate existing clients. Such techniques include: assessment of marketing opportunities and target markets, intelligence gathering on customers and competitors, generating leads for possible sales, advice, creation and enforcement of sales policies and processes, follow-up sales activity, formal proposal or presentation management and writing, pitch and presentation rehearsals, and business model design. This includes evaluating the business and then realizing its full potential, using such tools as marketing, sales, information management, and customer service. Mr. Carroll is often required to us a multi-disciplinary approach beyond just "a sale to a customer." A detailed strategy for growing the business in desirable ways is frequently necessary, which often involves financial, legal and advertising skills. He possesses creativity in meeting new and unforeseen challenges as necessary to keep an enterprise on a path of sustainable growth.

Experience with managing on site personnel through contracts with the U.S. Army Corps of Engineers (USACE); Nashville, Norfolk, Tulsa, Louisville, Ft. Worth, Mobile, Charleston, Kansas City, Savannah, and Seattle Districts; as well as, Bureau of Land Management. The presence of EEI personnel ranges from Headquarters Dept. of the Army (HQDA), Installation Management Agency (IMA) Regions, the Army Environmental Command (AEC), and over 30 active, reserve, and National Guard facilities nationwide. He is responsible for the daily operations both CONUS and OCUNS, to include but not limited to: staffing, finance, budgeting, operations, management, and overall deliverables. • Managed over 485 cumulative man-years of on-site professionals spanning the continental U.S. Management support for these facilities and various DOD agencies have encompassed all levels of command from (HQDA) to installations. • Provides nationwide Compliance, Pollution Prevention, Restoration, and Conservation program management and technical support for FORSCOM, AMC, TRADOC, NGB, West Point, etc. for all aspects of these programs. This includes identifying program requirements, tracking projects from cradle to grave, budgetary programming, increasing communication and awareness, and conducting other actions. • Supported U.S. Army Environmental Command (AEC) Cleanup Division in a variety of areas. Managed the program that provides AEC with Installation Restoration Program Managers, National Program Coordinators, Installation Action Plan (IAP) Workshops, Defense State Memorandum of Agreement (DSMOA) support, (MMRP), (AEDB-R), Relative Risk Site Evaluation, and Partnering facilitation are only a few of the services managed. This contract management service was provided to over 100 Army installations, IMA Regions, MACOMs, and Reserve Centers nationwide.
