Personnel Recovery (PR) and Tactical Operations (TACOPS) Program Manager, responsible for implementing DOD and NSPD-12 policy, planning, training and oversight of all US Army in Europe Personnel Recovery and TACOPS activities. Providing, guidance and training for Commanders, Staff and Units. Maintain subject matter expertise in Code of Conduct (CoC), Survival, Evasion, Resistance, Escape (SERE) education and training for service personnel and execution of the Reintegration Program in Europe.

* Pilot rated in the UH-1 Huey, AH-1 Cobra, AH-64A Apache and AH-64D Apache Longbow. * Provided Aerial Recon, Attack, Air assault Security, Convoy Escort, Air to ground support operations in home station, Bosnian, Kosovo operations and two tours in Operation Iraqi Freedom (OIF), * Duties included Tactical Operations Officer at the Company, Battalion and Brigade levels * Battalion Aircrew Life Support Officer and Electronic Warfare Officer. * Rated as an Aviation Safety Officer (ASO), OHSA Certified.

* Instruct US Army Officers in the High Risk of Isolation (HRI) DOD Code of Conduct training program. * Provide Instruction for behavior in Hostage Detention and Peacetime Governmental Detention situations. * Provide Personnel Recovery (PR) Subject Matter Expertise for Joint exercises, Mobile Training Teams and the TACOPS Course. * Provide SME input to Policy, Doctrine and Programs of Instruction (POI) for Personnel Recovery and TACOPS.

* Established Personnel Recovery policy, regulation and operating procedures for the stand up of the ISAF Joint Command in Kabul Afghanistan. * Manage the coordination of assets for five Multinational Commands, Joint Regional Commands, US and Coalition Special Operations Forces for recovery of isolated personnel. * Provided the principle interface for the ISAF Joint Command and the US Central Command CAOC, US Embassy and Afghan Government for prioritizing Joint and Coalition Personnel Recovery and Hostage rescue operations. * Supervised the daily Consolidated Personnel Recovery Center operations and staff. * Managed the integration of CSEL and SAR-Master work stations for Survival radio and Personal Locator Beacon technology. * Developed instruction and training for Other Governmental Agency’s Emergency Operation Center personnel.

* Supervised trained and instructed DOD and NATO Aircrew personnel in the art of Survival, Evasion, Resistance, and Escape (SERE) in classroom and extreme field environmental conditions. * Instructed DOD Aircrew personnel in DOD Code of Conduct and resistance to interrogation techniques as a Resistance Training lab instructor. * Instructed DOD Aircrew personnel in Open Water Survival Techniques, Emergency egress and parachute skills. * Jump qualified and performed as Parachute demonstrator on the USAF Survival cadre team.
