If you were to ask me what I like about working as an Information Technology professional in the military, I would say it is about freedom and creativity. Contrary to public opinion, IT is not mechanical in nature, but it represents humanity’s potential to innovate and their resistance to stagnancy. During my tenure and leadership, I demonstrated expertise in program management support for the Communications Assistance for Law Enforcement Act (CALEA) Team within the Data Intercept Technology Unit (DITU) located within the FBI’s Engineering and Research Lab. Notably, I served as a technical authority and subject matter expert, performing complex work in support of the verification of technical lawful intercept solutions and IT systems proposed by segments of the communications industry. In addition, I steered all aspects of implementing court-ordered requests for cellular packet data and broadband collections, involving requests validation, collection management, data accuracy, industry providers interface, and agent training. Lastly, I analyzed and improved data interception systems and procedures to ensure the accuracy and success of the unit’s mission. My other duties and accomplishments: ➶Conducted presentations for a wide variety of audiences to market the capabilities of the CALEA Intercept Program. ➶Led working groups or product teams to coordinate projects between units, such as the National Domestic Communications Assistance Center (NDCAC), CALEA Implementation Unit (CIU), & ELSUR Presentation and Analysis Unit (EPAU). ➶Accomplished a project with CIU and the DITU, designing and developing a better test plan to meet operational needs; this test plan was a major improvement over the previous plan; the test plan considered actual real-world operational scenarios and mimicked the issues that DITU was experiencing in dealing with the cellular and broadband packet-switch providers. ➶Automated and streamlined the flow of data from the provider to the field to save time and money. Collaborated with the unit programmers to modify the workflow system and eliminate redundancy and unnecessary steps.

During my employment, I acted as the main liaison in collaborating with all the FBI’s field offices, the telecommunications industry, telecommunications vendors, and other law enforcement agencies including agencies at the state and local levels. Also, I proficiently provided technical guidance of four (4) government employees and eight (8) contractors. Further, I initiated and developed a database and interface to track the work at the program–the database was essential in tracking the workflow of each collection in a very short timeframe; the database was utilized across the agency. Lastly, I procured the necessary equipment to ensure the team had everything it needed to support the mission. My other duties and accomplishments: ➶ Functioned as the technical representative of two (2) major contracts within DITU. Closely worked with the contracting officer representative and the contractor’s senior management to ensure contractors met all the contract objectives. ➶Managed the procurement of new and unique equipment for the data collection system. ➶Tested new data collection equipment from various vendors for functionality, performance, and accuracy ➶Worked with government engineers and software developers to create one-of-a-kind data surveillance systems. ➶Had the responsibility to oversee the legal authorization and validate the specific language for the lawful data collection. ➶Troubleshot the equipment and the circuits for collections, including overseeing project requirements and deadlines. ➶Established a new program to handle the new CALEA packet-switched data intercepts while leading the Deployment Team program. ➶Set the deadline to have all the equipment and processes up and running at least one (1) month before the compliance of the data collection provisions in the CALEA law became mandatory. I efficiently and successfully met the deadline six months early.
