In my capacity as a Program Manager/System Administrator/Network Administrator, I leverage best practices to secure servers and workstations in compliance with DISA Standard Implementation Guide. I maintain system configurations by installing patches and hotfixes according to DOD Information Assurance Vulnerability Alerts (IAVA) using WSUS. Also, I conduct migration strategy plans for upgrading to new software versions and develop documentation for continuity planning. In addition, I interface and advise the upper management on possible solutions regarding existing and potential technical problems. By configuring Group Policy and managing user accounts in Active Directory and Skype for Business, I streamline security offers. Lastlty, I effectively train new staff and develop training documents as necessary for achieving organizational objectives. My other duties and accomplishments: ➶Manage server network environment using Hyper-V and Failover Cluster Manager as well as aspects of Microsoft Surface Hubs. ➶Render Tier III level user support, troubleshooting hardware, computer systems, and software; perform Tier II upgrades of networking systems, IT systems, and install desktops, laptops, printers, mobile devices, and device re-imaging. ➶Administer aspects of user account management, such as password, group, & privilege management for user’s access. ➶Optimize Security Content Automation Protocols (SCAP) and Nessus/Nmap vulnerability scan mitigations. ➶Configure Cisco VTC endpoints, Cisco VTC conference bridge, Cisco VTC to Skype bridge, and Taclanes. ➶Employ strategic management, technical program expertise, project management skills, and network support for the TTEC network for the FBI’s Operational Technology Division (OTD) located within the FBI’s Engineering and Research Facility.

During my tenure and leadership, I demonstrated expertise in program management support for the Communications Assistance for Law Enforcement Act (CALEA) Team within the Data Intercept Technology Unit (DITU) located within the FBI’s Engineering and Research Lab. Notably, I served as a technical authority and subject matter expert, performing complex work in support of the verification of technical lawful intercept solutions and IT systems proposed by segments of the communications industry. In addition, I steered all aspects of implementing court-ordered requests for cellular packet data and broadband collections, involving requests validation, collection management, data accuracy, industry providers interface, and agent training. Lastly, I analyzed and improved data interception systems and procedures to ensure the accuracy and success of the unit’s mission. My other duties and accomplishments: ➶Conducted presentations for a wide variety of audiences to market the capabilities of the CALEA Intercept Program. ➶Led working groups or product teams to coordinate projects between units, such as the National Domestic Communications Assistance Center (NDCAC), CALEA Implementation Unit (CIU), & ELSUR Presentation and Analysis Unit (EPAU). ➶Accomplished a project with CIU and the DITU, designing and developing a better test plan to meet operational needs; this test plan was a major improvement over the previous plan; the test plan considered actual real-world operational scenarios and mimicked the issues that DITU was experiencing in dealing with the cellular and broadband packet-switch providers. ➶Automated and streamlined the flow of data from the provider to the field to save time and money. Collaborated with the unit programmers to modify the workflow system and eliminate redundancy and unnecessary steps.

During my employment, I acted as the main liaison in collaborating with all the FBI’s field offices, the telecommunications industry, telecommunications vendors, and other law enforcement agencies including agencies at the state and local levels. Also, I proficiently provided technical guidance of four (4) government employees and eight (8) contractors. Further, I initiated and developed a database and interface to track the work at the program–the database was essential in tracking the workflow of each collection in a very short timeframe; the database was utilized across the agency. Lastly, I procured the necessary equipment to ensure the team had everything it needed to support the mission. My other duties and accomplishments: ➶ Functioned as the technical representative of two (2) major contracts within DITU. Closely worked with the contracting officer representative and the contractor’s senior management to ensure contractors met all the contract objectives. ➶Managed the procurement of new and unique equipment for the data collection system. ➶Tested new data collection equipment from various vendors for functionality, performance, and accuracy ➶Worked with government engineers and software developers to create one-of-a-kind data surveillance systems. ➶Had the responsibility to oversee the legal authorization and validate the specific language for the lawful data collection. ➶Troubleshot the equipment and the circuits for collections, including overseeing project requirements and deadlines. ➶Established a new program to handle the new CALEA packet-switched data intercepts while leading the Deployment Team program. ➶Set the deadline to have all the equipment and processes up and running at least one (1) month before the compliance of the data collection provisions in the CALEA law became mandatory. I efficiently and successfully met the deadline six months early.

Provided network support for the DATA Intercept Technology Unit (DITU) located within the FBI’s Engineering and Research Lab in Quantico, VA ➶Functioned as the Lawful Intercept Deployment Team Leader. ➶Responsible for overseeing the legal authorization and for validating the specific language for the lawful data collection. ➶Scheduled deployment personnel for installations and support for the FBI’s headquarters and it’s field offices. ➶Installed and configured Lawful Intercept systems. ➶Provided onsite and remote support for collection systems that were deployed in the field. ➶Designed and built numerous custom collection systems and wiretap devices that were not commercially available. ➶Responsibilities included installation and configuration of VPNs, Firewalls, encryption devices, and many pieces of network equipment. ➶Provided support for software developed by the unit. ➶Trained field agents on software developed by the unit. ➶Selected as the Lawful Intercept Deployment Team Leader in 2003.

Operated and maintained numerous sophisticated satellite network systems. Programed and installed electronics equipment. Performed extensive troubleshooting and repair of all components.

Provided daily inventory of workloads. Managed the day-to-day operations and supervised six employees. Was responsible for daily task assignments and conducted periodic employee reviews. Other responsibilities included weekly payroll, accounts payable, scheduling, and all office logistical concerns.

Installed conduit and cable trays. Pulled cable and terminated electrical wires into junction boxes. Other duties were to wire drives, motors/pumps, and gear boxes and installed lights, instruments, and other electrical devices
