As Director, North America Health, Safety, Security and Environmental, (HSSE), I am accountable for leading and accelerating the Corporate and North America HSSE initiatives in support of the regional business units. Corporate initiatives include Group Health and Safety Culture, Policy, Roadmap and Health and Safety Standards deployment. These initiatives also include Cost Improvement, Risk Management, HSSE audits, and the HSSE Scorecard. The Director, North America HSSE optimizes and standardizes these processes throughout the region, ensuring adoption and continuity across facilities.

Manager of HSE Services Department to Shell’s largest technology center in the world, delivering daily support to 28 Shell VP ships and 30 embedded Contract Companies. Lead for Operational Safety, Process Safety, HSSE Assurance, Emergency Response, Industrial Hygienist/Product Stewardship, Environmental Permitting and Safety Leadership coaching. We are focused on improving safety controls and barriers for high-risk work and the elimination of Serious Injuries and Fatalities (SIF).

Serve as lead HSSE Advisor for Shipping Division of Shell Trading and Shipping Company. Provide oversight for 24/7 coverage for Shipping emergency response, incident investigation, tracking of corrective action and sharing of lessons learned in compliance with Shell Group requirements. Implement a systematic approach and use near miss data to drive improvements in HSSE performance. Ensure timely follow up of all incidents and compliance. Manage maintenance of Americas shipping related incidents database. Maintain professional relationships with Shell’s external customers, e.g. Ship and Barge Owners, Oil Companies, Ship Managers, Industry Organizations, etc. Provide support to Shell Trading and Shipping Company and other Shell Companies with quality marine assurance activities.

Responsible for development of policy or proposal of 20 emerging federal regulation projects with focus on outer continental shelf marine operations, inspection of towing vessels, tanker operations, and the use of liquefied natural gas (LNG) as a marine fuel. Served as the Designated Federal Officer for both the National Offshore Safety Advisory Committee and the Towing Safety Advisory Committee. Served as the U.S. Coast Guard Liaison to the U.S. Bureau of Safety and Environmental Enforcement. Represented USCG to OSHA, AWO, OMSA and other industry groups.

Responsible for commercial vessel, terminal and mariner safety, security, environmental protection, credentialing and waterway management for busiest U.S. Port/2nd largest petrochemical seaport in the world. Marine Assurance and Quality Advisor for 3 associate marine safety units in Galveston, Port Arthur and Lake Charles. Supervised 4 operational divisions; Vessel Inspection, Facility Inspection, Marine Investigation and Waterway Management comprising of over 200 personnel.

Responsible for the review and approval of merchant vessel oil and chemical spill response plans (VRP) in support of Federal Water Pollution Control Act, Oil Pollution Act of 1990 and MARPOL 73/78. Directed the review of 2,800 FWPCA VRPs covering 18,500 vessels and 3200 MARPOL shipboard oil pollution emergency plans covering 3200 vessels. Subject matter expert for enforcement and development of applicable U.S. VRP regulations and International pollution prevention treaties (MARPOL Annex I and II) for VRPs. Technical Program Manager for $3.2 million VRP support contract consisting of 24 civilian contractors. Drafted 3 Federal Rulemaking Projects including Nontank Vessel Response Plans, Dispersants and Salvage and Marine Firefighting.

Supervisor for 2 Maritime Homeland Security (MHLS) Detachments, Operations, Support, Planning and Administrative sections consisting of over 100 active duty and reserve members. Responsible for executing $1.8 million budget. “Plank owner:” Responsible for start-up of new Coast Guard Special Missions unit.

* Qualified USCG Marine Casualty Investigator for Houston Ship Channel (2008-2011) and New York Harbor (1996-99); chaired National Formal Board of Inquiry into fire & sinking of Towing Vessel BRUCE MCALLISTER (1998). Duty Marine Inspector for oil, chemical, gas and general cargo vessels arriving in the Port of Houston. Performed USCG COI examinations on US flag vessels and led Port State Control examinations on foreign flag vessels. Resident Shipyard Inspector: Performed drydock, internal structural and cargo tank internal examinations on inland tank barges and OSVs on drydock; supervised repair, new construction and modifcations.From '95-'96, supervised all oil spill and chemical response operations on Houston Ship Channel. Worked on San Jacinto Spill response operations in 1994 and Buffalo Barge spills in 1995 and 1996.

Executed partnership between Maritime Administration and Coast Guard and enhanced communications, staff support by providing USCG representation at prestigious federal service academy. Assisted with the implementation of International Convention for Standards of Training, Certification and Watchkeeping for Seafarers (STCW 78/95). Responsible for teaching over 250 midshipmen annually to demonstrate proper techniques and requirements of the Safety of Life of Sea Convention (SOLAS), International Convention for the Prevention of Pollution from Ships (MARPOL 73/79) and electronic navigation equipment (RADAR/ARPA).

Commissioned as an Ensign, U.S. Maritime Service, and assigned to the Commandant's Department as a Training Officer. Assisted with strategic planning of Regimental Training program, midshipman officer leadership training and oversight of Indoctrination of incoming class of USMMA Midshipmen.
