Lead consultant and author of a comprehensive policy analysis of the allocation mechanisms for the award of mineral titles and the related governance framework. Managed a team of two lawyers and an economist to conduct primary and secondary research. A total of 14 risks, stemming from 52 systemic, regulatory and institutional vulnerabilities to corruption were identified in the areas of allocation of licenses, license applicants’ obligations, the governance framework, and anti-speculation policy. The research informs a second phase of the programme to be implemented from 2018-2020 to resolve shortcomings. Findings have been acknowledged by a wide range of sector stakeholders, including the Mineral Resources and Petroleum Authority and the and the Ministry of Mining and Heavy Industry. The latter committed to the cooperation and entering of an MOU with Transparency International Mongolia – an NGO without any prior engagement on extractive industries governance.
