Livent MdA Lithium Expansion Phase 1 Project, Mar 2018 - present - Lead project procurement team in FW Shanghai Office, work together with Foster Wheeler engineering team in Thailand Office, Livent project team in US headquarter and the operation team at Argentina project site. - Closely work together with Foster Wheeler Thailand team and Livent US team on ±10% cost estimation based on basic engineering design during FEL-3 stage. - Initiate and develop project procurement execution strategy, procurement workflow and procedures during EPCm stage, to adapt to Chinese local market in alignment with Foster Wheeler Asia Pacific procurement procedures and Livent procurement policies. - Initiate project vendor list according to technical design, utilize maximum reliable and experienced China local sourcing to achieve the best value for the project. - Overall manage procurement team activities to meet the schedule-driven project milestones. - Drive Thailand engineering team output in support of procurement progress requirements. - Participate in the negotiation of critical equipment packages. - Provide periodic procurement reports to project management team. - Early engage and support in development of procurement strategy with oversea Rio Tinto project teams, by providing saving potential and benefits input, to advise the commercial potential of Chinese equipment suppliers and infrastructure EPC contractors. - Cooperated with project team, undertook the budgetary inquiry, clarification with potential Chinese suppliers in pre-feasibility study phase for Cameroon Hydropower Project in Africa. - Develop and maintain relationship with key EPCM companies and 3rd party inspection agency in China.

- ±20% cost estimation of Shanghai Novartis Animal Health Formulation Plant Project - ±10% cost estimation of BASF (CIBA) Nanjing Infrastructure Project. - Set up procurement strategy, develop procurement execution plan suite, draft project procurement templates. - Project supplier/subcontractor list development and pre-qualification. - Lead daily procurement and subcontract activities as inquiry, clarification, negotiation etc.

- Lead procurement team to deliver ordered goods and services in a timely and efficient manner for project in conjunction with client requirements. - Develop project procurement plan, procurement procedures as well as manpower plan. - Develop project vendor list with assessment to supplier pre-qualification, supplier performance and project specific requirements. - Prepare project procurement templates, e.g. RFQ, CBE and PO. - Monitor daily procurement activities as pre-qualification, tendering, evaluation, negotiation, expediting, inspection and delivery to obtain expected quality of goods and services for project.

Undertake procurement activities as tendering, clarification, evaluation, negotiation, order placement, expediting, inspection and site delivery, as per project procurement procedures.

- Site construction management (e.g. review design drawing and construction plan, site supervision) of three contracts: underground piping, ATM storage tank erection, and MEI installation of jetty. - Technical support during bidding phase of construction subcontracts, including scope of work originating, technical bid clarification and evaluation. - Coordinate between different parties as procurement, construction, commissioning, operation, and EPC contractors during system commissioning period. - Identify and analyze daily pop-up problems and potential risks, facilitate problem settlement during commissioning stage. - Ensure bulk material supply for commissioning, including requisition applying and delivery expediting.

- Start up preparation during plant construction and commissioning period. - Lead plant maintenance team for troubleshooting, spare parts management, and daily inspection of plant static/rotating equipments (e.g. pressure vessels, heat exchangers, tanks, pumps), specially focus on the 10000m3/h centrifugal compressors and 30000m3 helical gas tank. - Take charge of fixed asset management as plant equipments, machines, buildings and infrastructure. Participate in establishing annual overhaul plan and plant expansion plan, organize and supervise contractors to accomplish site construction works after those plans get approved. - Documents and files management, such as detail equipment records, machine maintenance procedure, equipment operation manual, etc., and conduct regular trainings to operation team.
