To ensure successful project development and delivery of special projects – from the APPRAISE stage to EXECUTE. Rashed lead several projects in various geographical locations i.e. UAE, Oman, KSA, Egypt, Morocco, Mauritania, Somalia, Yemen, Seychelles, Afghanistan and several Pacific Islands. Key Activities: 1) Responsible for Masdar Power’s project governance and delivery structure Analyze and qualify technology, partners, project and evaluate their match with Masdar Power’s profile: - Ensure an effective portfolio governance structure in place - Lead, plan, control and direct project development activities across the portfolio of Special Projects - Develop changes to minimize exposure and risk 2) Establish and maintain an effective department: - To set the strategic direction of the Special Projects department and provide day to day operational management - Establish polices and guidelines across the Special Projects department and fully adopted in project development & delivery activities - Responsible for project resource allocation – development & delivery activity - Programme/portfolio/project level resource forecast established on a rolling quarterly basis 3) Ensure projects are delivered to time, quality and cost targets within agreed risk profile: - Project delivered to the desired quality standards – T/C/Q & risk - Provide quality assurance on delivery of projects using appropriate project methodology, techniques and processes, throughout the entire project lifecycle. - Oversee project planning, scheduling, communications, costing, issue resolution, risk assessment and reporting - Appropriate resources available and committed to project development and delivery activities, in line with resource budget 4) Manage stakeholder relations: - Provide Management Information for ongoing projects - production and timely provision of accurate monthly and quarterly reports - Production of decision support packages to inform senior project stakeholders - And more,,

Provide technical and commercial expertise to validate renewable energy projects, portfolios and investment opportunities and manage the process of evaluation, selection and implementation of the relevant contract structure internally and externally   Key Activities: 7) Technical and Commercial: - Analyze and qualify technology, partners, project and evaluate their match with Masdar Power’s profile - Identify the business case for Masdar Power - Execute the pre-evaluation and produce the papers for internal go-/no go decision - Outline an implementation strategy - Execute and manage the detailed technical, financial and legal due diligence by contracting and managing 3rd party experts needed for DD and negotiations of the terms and conditions of the project. - Ensure document and contract management and maintain the financial model of the projects updated - Outline and negotiate the clear division of work, accountability and costs during the evaluation and the implementation of the projects 8) Strategic: - Ensure the suitability of the deals with Masdar Power growth strategy - Update and support department heads wherever necessary - Produce papers for internal and external reporting, project and data management 9) Leadership: - Monitor and support the parties involved in the evaluation and the implementation process - Manage and monitor communication channels between the project team and senior management - Provide friendly and professional environment for the project team members and ensure quality and performance. 10) QHSE: - Support Quality Health and Safety Environment (QHSE) activities, policies and objectives of Masdar and compliance with the laws and regulations of Abu Dhabi and UAE. This includes participating in QHSE audits, office inductions, incident reporting and review of QHSE performances as applicable.

Projects development within the Project Department at Masdar Power, day-to-day project managing and coordination between internal various resources and external contractors and operators Key Activities: • Screening of projects proposed to Masdar regarding technical and techno-economic aspects. • Conduction of technical pre feasibility study on projects. • Contracting and supervision of technical consultants for detailed feasibility studies on projects. • Performing concept design work on projects • Preparation of specific technical chapters in RfP documents • Bid evaluation • Participation in EPC contract negotiations regarding technical aspects • Construction site supervision (and/or managing owner’s engineer) • Solar and wind resource measuring • Keeping contact to renewable energy related institutions and forums

Developing Sir Bani Yas Wind Farm Project and executing National Wind Measurement Campaign. Key Activities: • Supporting pre feasibility studies regarding technical aspects. • Supervision of technical consultants in detailed feasibility studies • Supporting concept design work on power projects • Preparation of RfP documents • Bid evaluation regarding various technical aspects • Participation in EPC contract negotiations • Construction site supervision (and/or managing owner’s engineer)

The Office of the Minister of State, HE. Dr. Sultan Ahmed Al Jaber, provides results-driven high-performance project execution and advisory services to UAE federal and local government entities regarding subject areas and topics that are time sensitive, multi-sector, and have stakeholders or a project focus that is local, regional or international. Within his capacity, Rashed is responsible to manage and oversee all activities within the Ministry and provide the necessary support toward achieving the assigned mandate and vision.

The evaluation of each submission to the Prize consists of a four-stage process. Each category is evaluated according to our four criteria: Impact, Innovation, Leadership and Long-Term Vision. The weighting of each criterion varies according to the category. First stage: A reputed international research and analysis firm conducts due diligence on all our submissions to ensure that they meet the conditions of the Zayed Future Energy Prize. Second stage: The Review Committee meets to evaluate and score entries to the Large Corporation, Small and Medium Enterprise, Non-Profit Organisation and Lifetime Achievement categories that remain following due-diligence and forms a shortlist for the Selection Committee. Third stage: The Selection Committee appraises each entry shortlisted by the Review Committee and agrees on a list of finalists. The Global High Schools Committee meets to evaluate, score and select the finalists from submissions to the Global High Schools category that remain following due-diligence. Fourth stage: The Jury meets in person to deliberate the entries and elect the winner in each category. The final decision is unanimous. Close of Submissions: 6 July 2017

The ETF functions as a comprehensive project management office engaged on the different facets initiative of the ongoing UAE/Egypt social development program. In his role, Rashed contributed in establishing and then managing the office in both the UAE and Egypt alongside a highly skilled and committed Egypt and UAE nationals working hand-in-hand in the office daily activities. The UAE program in Egypt includes a wide range of social and economic development initiatives, and technical assistance across various sectors including energy, healthcare, education, infrastructure and more.

Project screening and evaluation process of potential deals locally and internationally .Also, investigating the viability of Bio-diesel and Bio-fuel technology, in cooperation with Abu Dhabi Environmental Agency (AED) in Abu Dhabi. Electrical Engineer at Operation and Maintenance department, at Habshan gas processing plant. Extensive training program under the ADNOC operating companies called “CAMS” in Electrical Engineering using the Power Plant substation and electrical equipments including turbine generators and others. Also, participated in the annual overhauling procedures of the OGD II gas turbine.
