• Oversee effective, integrated financial services and supply chain management systems within the Department in accordance with the PFMA, Treasury Regulations and other finance-related prescripts. • Provide strategic support and guidance to the Accounting Officer (Director-General) and Programme Managers (Deputy Directors–General). • Advise the Accounting Officer on matters that have strategic and financial implications and provide consultative support to planning initiatives through financial and management information analysis, reports, and recommendations. • Develop, implement, and monitor financial services and procurement-related policies and procedures. • Oversee and lead in the development and monitoring of the implementation of finance policies and procedures to ensure compliance and to promote sound financial management. • Establishing and maintaining appropriate systems (analytical tools, information systems and models or projections of cost behaviour) and policies to ensure effective and efficient management of resources. • Liaise with National Treasury and the Development Bank of Southern Africa (DBSA) to raise capital for the Student Housing Infrastructure Programme. • Provide strategic support to the Minister and Executive management on submitting proposals to National Treasury for Large infrastructure projects and leveraging external funding for those projects. • Oversee and lead the budgeting process in compliance with the National Treasury guidelines and to monitor the utilisation of budgets within the Department. • Oversee the provision of logistics and facilities in ensuring the optimal utilisation of fixed and movable assets. • Ensuring proper management of the assets (including the safeguarding and the maintenance thereof) and the liabilities of the Department. • Provision of an effective and efficient Supply Chain Management services. • Settling all contractual obligations and paying all money owing.

• Provide strategic support to the Minister and Executive management on submitting proposal to National Treasury for large projects funding and leverage external funding for those projects. • Provide a strategic finance role on commercialisation of the R&D projects. • Provide guidance on finance related matters regarding the scaling-up of projects. • Developing the finance strategies as well as overseeing its implementation. • Contribute to the development of the department’s strategy and Annual Performance Plans (APP). • Ensuring that the plans as outlined in the strategy/ APP have adequate financial resources. • Ensure that the finance strategies are aligned to the department’s strategy. • Partnering with the Heads of other Divisions as part of monitoring their financial performance. • Contributed to the development of the new white paper for Science, Technology, and Innovation. • Design and overseeing the implementation of effective risk-based internal controls. • Identifying strategic risks on finance matters, fraud risks and finance functional risks. • Oversee the external audit process. • Liaise with internal and external auditors. • Ensured the implementation of the Auditor-General’s action plans. • Oversee the financial planning, Medium-Term Expenditure Framework processes and other budget processes. • Oversee the management of assets, liabilities, revenue, and expenditure. • Review the Annual Financial Statements. • Oversee the procure-to-pay processes. • Provide technical and strategic support on finance matters to Chief Financial Officers of Public Entities reporting under the Department. • Present quarterly and annual reports to different stakeholders (Minister, Audit Committee, Portfolio Committee). • Served at the following Committees: • Bid Adjudication Committee (Chairperson), Assets Disposal Committee (Chairperson), Information Technology Steering Committee (Member), Job Evaluation Committee (member), Audit Committee (standing invitee).
