Mr. Keast developed and led the implementation of the I.T. Transformation Plan on behalf of the PIPSC Board of Directors. Mr. Keast was also instrumental in establishing the organisational planning framework to ensure that PIPSC Strategic Direction as set by the Board of Directors was carried out through organised projects and process improvements at the working level.

The Computer Technician and Graduate Program Advisory Committee has a mandate to assess course curriculum, connect the college to the current and future needs of government and industry with respect to the skills that graduates will need to success in the every changing landscape of information technology. We are in the process of assembling the PAC with forward-thinking people with a deep passion and interest in the information technology industry who want to make a difference by shaping and guiding programs that our feeding the industry.

Mr. Keast conducted a full organizational and human resources assessment for MED2020, a medical health records software development company.

Mr. Keast developed an I.T. and Human Resources Capacity Plan for the ICTC. The activities included a full assessment of I.T. staff roles, responsibilities and capabilities, as assessment of current delivery models (In-source vs. Out-source) and a detailed review of technologies and delivery processes.

Mr. Keast was Senior Project Manager for the Managed Desktop Service (MDS) Project for the Department of National Defence (DND). The purpose of this project was to develop and implement a common, centralized desktop service for DND that would be extendable to the rest of the Government of Canada.

Currently working on contract at DND as a Business Transformation Architect. Working closely with the Cloud Services team to design and implement a Cloud Computing approach that delivers on-demand I.T. capabilities.

InnoGov is a not-for-profit organization with a mandate to drive collaboration and innovation within the Government of Canada technology landscape. InnoGov will use modern, innovative technologies, business and procurement practices to drive the improvement of Government of Canada operations and citizen-facing services. InnoGov will bring together government, industry, unions, and associations to deliver projects, educate the workforce, modernize procurement, leverage leading edge technology, and ultimately improve the quality of citizen-facing services – and the way in which they are delivered.

The Joint Defence Cloud Program (JDCP) will be leading and organizing DND's move to Cloud Computing over the next 3 years. An innovative, forward-looking, and open-minded approach will be the key to transforming technology service offerings to military personnel, DND staff, and Canadians at large. The Joint Defence Cloud Program will work with stakeholders within DND and the Canadian Government, with international allies, and industry at large to bring leading edge technology and services to National Defence in the short term, and position ourselves for technology service excellence far into the future.

Mr. Keast was the Project Executive for the Shared Services Canada – Data Centre Consolidation Program. This program will result in the consolidation of 485 data centres to less than 20. In his capacity as Project Executive, Mr. Keast reported to the Director General, Data Centre Consolidation Program. His role involves structuring and planning the establishment of end state data centre facilities, IM/IT infrastructure, ITSM processes and all data centre services. Mr. Keast established the Integrated Design Team and chairs this team along with the Senior Directors Committee which governs and manages all data centre services development.

Mr. Keast was the Senior Program Manager for Information Management and Information Technology (IM & IT) transformation within the OLG Innovation Program. Mr. Keast was responsible for management and oversight of all project activities required to transition the OLG IM & IT department to support a 3rd party supplier model that will result in approximately 25 gaming sites being outsourced to the private sector suppliers.

As Strategic Planner, Mr. Keast led the strategic planning initiative which resulted in the creation of the ‘CaGBC Roadmap to 2015’. He developed and personally presented the Roadmap to the CaGBC Board of Directors on behalf of the CaGBC President. The CaGBC Roadmap to 2015 is the key strategy guiding all CaGBC planning and decision-making. Mr. Keast also executed an RFP to acquire Project Management Services, and developed a 3-Year IT Plan during his tenure at the CaGBC.

As Director of Technical Operations, Mr. Keast worked in a term position to implement a Project Management Office, re-organize technical operations and oversee planning and execution of all projects. Mr. Keast oversaw the development of business cases to support internal investment or to assess the value and priority of client projects. As a member of the Executive Team, he was accountable for execution of all projects.

As Senior Program Manager, Mr. Keast established a Project Management Office (PMO). He staffed and organized the PMO for a product development group with 220+ staff and annual R&D expenditures of $36M. Mr. Keast was a member of the Portfolio Management Team assessing and overseeing all development projects. Mr. Keast managed a 45-person product verification team across multiple hardware and software projects. He was responsible for strategic planning and direction setting for the Verification department. Mr. Keast established the “Product Integration Test Team” – an initiative that led to President’s Awards for multiple staff members.
