Peter O'Malley

Direct external affairs in North America for the world’s largest refiner and marketer of cane sugar. Responsible for government affairs, community relations, charitable giving, media relations and internal communications.

Provided counsel to corporate clients with regard to land use, zoning and government regulations. Assisted clients in obtaining legislative, administrative and regulatory approvals during development and permitting processes in Baltimore City and Baltimore County. Represented clients before the Baltimore City Council and its committees, the Baltimore Planning Commission and the Board of Municipal and Zoning Appeals. Assisted clients by advocating to elected officials, agency staff, and community members and organizations. Provided communications and political advice to achieve objectives.

Oversaw the day-to-day operations of city agencies and the office of the Mayor. Conducted weekly CitiStat accountability sessions with department heads. Set agenda for senior staff and cabinet meetings. Worked closely with the finance director and budget office to ensure operational needs were met. Represented the mayor on the Board of Finance, the School Construction Task Force, and the City’s 10-year Financial Plan Committee. Interacted frequently with members of the City Council, the state delegation and members of Congress.

Campaign for Governor. Directed political outreach to elected officials, party activists and county chairs. Organized labor to solidify support and generate participation in the re-election campaign. Oversaw statewide field operations which included visibility, voter contact, and Get-Out-The-Vote activities. Recruited, supervised, and motivated political and field staff. Acted as liaison with the Maryland Democratic Party and the Coordinated Campaign. Developed a successful plan to maximize turnout for the first early voting in Maryland. Designed and implemented successful persuasion and identification campaign in Baltimore County which resulted in victory in our opponent’s base. Maintained good relationships with donors, elected officials, and party activists. Served as deputy campaign manager for O'Malley for Governor 2006 and as campaign manager for O'Malley for Mayor 1999 and 2004.

Oversaw the constituent services division and executive office staff. Planned the executive’s schedule to achieve governing and political goals. Recruited and evaluated nominees for County and state boards including the Planning Commission and the Board of Education. Represented the executive before community associations, business organizations and county institutions. Lobbied members of the Maryland General Assembly on the executive’s legislative agenda. Acted as liaison to the governor’s office, congressional offices, and other county executive and mayoral offices. Set the agenda for senior staff meetings, organized staff retreats, and coordinated activities among the executive, communications and intergovernmental affairs offices. Kept in regular contact with members of the County Council and General Assembly regarding county issues.
