Patrick Ferraro has over three decades of experience as a federal and military acquisition expert including serving nearly a decade as a member of the Senior Executive Service, retiring as the Senior Procurement Executive for the US Department of Energy. He was the senior career civilian responsible for acquisition and contracting that governed the operation of the Department of Energy's multi-billion dollar acquisition system. Mr. Ferraro was the principal advisor to the Secretary of Energy for procurement matters and the leader of the Department's contracting workforce. He was appointed to the Senior Executive Service in 2007. He has broad and diverse experience working in the Executive Branch for the Department of Defense for twenty years procuring major weapon systems, the Judicial Branch for five years supporting the nation's federal court system, the Department of Energy for ten years holding senior acquisition leadership positions, all while serving as a Supply Corps officer in acquisition leadership positions in the Navy Reserve.

As Director, Office of Procurement and Assistance Management, Mr. Ferraro was the Senior Procurement Executive with broad responsibilities for all aspects of DOE's procurement system, including the development and issuance of Departmental procurement and financial assistance regulations and policies, the delegation and management of contracting authorities, and ensuring that DOE's contracting authorities were exercised in accordance with applicable laws, regulations and policies. He provided executive representation on behalf of DOE on the Government‐wide Chief Acquisition Officer Council, the Office of Federal Procurement Policy (OFPP) Strategic Sourcing Leadership Council, and served as a member of the DOE Small Business Advance Planning Acquisition Team.
