I provide overall leadership for the administration and management of the Housing Authority of Travis County, which consists of a professional staff of 17, 105 Project Based Rental Assistance (PBRA) units, 691 Housing Choice Vouchers, 76 port-n Housing Choice Vouchers, 102 Continuum of Care rental assistance vouchers, and 69 affordable housing rental units.

Supported the development of affordable housing as a nonprofit entity established under Texas law, created pursuant to Chapter 394 of the Texas Local Government Code. Through innovative financing, tax exemptions, and partnerships, SHFC worked to make housing projects in Travis County financially feasible.

I provided leadership and administrative oversight of a Department of 25 professional staff members in three Divisions: Planning, Permits and Inspections, and Geographic Information Systems.

 Responsible for assisting the Director with planning, directing, managing and overseeing the activities and operations of the Department, to include the strategic development and implementation of the City’s Comprehensive Master Plan through Community Development and Neighborhood Planning activities.  Coordinated assigned activities with other City departments and outside agencies and provides highly responsible and complex administrative support to City Manager’s Office and exercises direct supervision over management, professional, technical and clerical staff.  Applied principles of Smart Growth, New Urbanism, Asset-Based Community Development, Urban Design, et al.

 Responsible for the day to day operations of 12 planning and community development professionals engaged mixed use affordable housing development, modernization and supportive services activities.  Managed a $19.7 million HOPE VI Revitalization Grant for the development of new mixed income development community.  Directed capital improvement activities with an annual budget of $2.4 million including design and construction, renovation and rehabilitation of existing properties, real estate acquisition, demolition and disposition, real estate marketing and sales, and residential development.  Managed the use of federal funds for the development of infill replacement housing with a budget of nearly $5 million.  Represents Housing Authority, with 1,570 conventional public housing units and 2,113 Section 8 vouchers, to various non-profit corporations and governmental planning bodies.  Applied principles of New Urbanism, Infill development.

 Responsible for analyzing the financial feasibility of mixed finance housing and real estate development proposals and sites to develop market-rate and affordable housing.  Prepared and analyzed financial pro formas for more than $200 million in development activity.  Prepared financial packaging of real estate inclusive of low income housing tax credits, bond financing, and other federal and/or governmental lending products.  Applied principles of Urban Design, Neo-traditional Neighborhood Design.

This program provides a comprehensive approach to professional development for housing authority executive directors. Sponsored by the Public Housing Authorities Directors Association (PHADA) in partnership with the Center for Government Services at Rutgers. The 10-course curriculum is modeled after the New Jersey Local Housing Authority and Redevelopment Agency Training Program developed by the New Jersey Department of Community Affairs. The PHADA/Rutgers program has been modified to meet the needs of the national audience, under the direction of PHADA's Professional Development Committee.

NeighborWorks® America selects 50 leaders annually for the NeighborWorks® Achieving Excellence Program, conducted in collaboration with Harvard University's Kennedy School of Government. The 16-month educational program for senior leaders in organizations working to benefit their communities. Each participant selects a specific and significant challenge facing their organization for which solutions will not only dramatically change how their organizations do business, also enable them to make lasting change in their communities. By the end of the course, each organization can expect to have achieved measurable successes to address that challenge.
