Led research, development, and projects improving production, discovery, access, and use of high-value data and metadata. • Established business entities and operated under the auspices of Metadata Technology North America (MTNA), along with other small organizations such as the Open Data Foundation (non-profit) and Integrated Data Management Services (IDMS). • Provided expert guidance and led data and metadata management development projects for a wide range of government agencies and data custodians worldwide, including national statistical offices (Canada, Mexico, Australia, New Zealand), international organizations, U.S. agencies, and other data custodians. • Collaborated closely with the National Opinion Research Center (NORC) on Virtual Data Enclave, an innovative environment providing remote access to highly sensitive data. • Led research and development of MTNA products and platform. Major deliverables include: • Institutional secure data portals for U.S.-based organizations, such as College Board of Education (CBE), National Science Foundation (NSF), Vermont Care Network (VCN), or Child Care Aware of America (CCAoA), significantly improving access to and use of institutional and public data. • MTNA’s Rich Data Services (RDS) and Ariā, innovative and unique platforms for managing high-value data and complex classifications, since adopted by Statistics Canada and Statistics New Zealand.

Executive Manager at the Open Data Foundation. Responsible for the day to day operational and organizational aspects of the Foundation which includes project coordination, administrative business functions, reporting, public relations, and systems development and maintenance. Lead development of open source tools for the management of statistical data and metadata. Partners include the DDI Alliance, National Opinion Research Center and the Uk Data Archive.

Manage projects and provide technical assistance to international organizations and national statistical agencies in the development and deployment of metadata and data management information systems. Provide technical advisory for the International Household Survey Network and lead the implementation of the IHSN Microdata Management Toolkit. Completed numerous data-centric projects supporting countries and major international organizations. • Led technical implementation and maintenance of the Africa Household Survey Databank, developing innovative data archiving tools and techniques along the way. • Created a comprehensive inventory of microdata for the Africa region. • Provided technical assistance to statistical agencies in developing countries, establishing national/regional data repositories (Ethiopia, Benin, Mauritania, Rwanda, and others). • Supported launch of International Household Survey Network (IHSN). • Led development of Microdata Management Toolkit (MMT) and NADA data cataloguing platforms, widely adopted by national statistical agencies and international organizations. • Managed implementation of microdata components of World Bank Data Development Platform (DDP), fundamental to production and publication of key global data sources, such as World Development Indicators (WDI) and Sustainable Development Goal (SDG). • Major contributor to the design of the Data Documentation Initiative (DDI) Codebook and Lifecycle standards, now widely adopted globally for documenting datasets.

As IT Consultant, design web, database and network solutions and provided technical support for customers. Work closely with the World Bank in the conception and initial stages of the Africa Household Survey Databank.

Co-managed the highly secure telecommunications center for the North, Central, and South American regions. • Supported the development, implementation, and deployment of the first electronic mail system to replace telex and radio communication. • Installed local networks and computer hardware in various diplomatic posts • User technical support • With the rise of the Internet, designed and launched one of the very first national Embassy websites, and subsequently established the cyberspace presence of Belgium's foreign affairs and diplomatic services (diplobel.org)
