– Directed global humanitarian program delivery across 5 continents (35 country offices) for a global non-profit, with a focus on eradicating poverty and social injustice, which impacts an average of 30M+ people each year. – Led oversight and leadership of 6,500+ national/international staff with an annual operating budget of $600M+. – Secured a 23% increase in program funding throughout a 5-year span ($100M+ in budgetary growth). – Increased the number people reached and evidence of impacts by 130M+ since 2016. – Enabled the CARE Global Security Unit to reorganize, evolve and mainstream key functional activities; led growth in global security compliance by 30% in low-risk countries, and 90% in extreme/high-risk countries – Led an extensive review and implementation of Regional Management Unit functions to support future evolution and relevance of the organization. – Established strategy, operational plans, data driven implementation, performance, and risk management; resulted in no questioned costs on CARE’s USG Single Audits for a USG portfolio of $170M+ per fiscal year. – Increased diversity of global leaders to achieve 100% diversity at regional level and 60% at country level. – Led diversification of traditional country presences towards locally registered and governed entities in Sri Lanka, Caucuses and Egypt, creating a greater influence in shaping the future of the CARE International Confederation.

– Directed CARE USA’s program quality and contribution to impact on global poverty and social injustice. – Supervised technical and institutional fundraising and partnerships teams to generate, harvest, cross-fertilize and promote the practical application and learning across CARE’s global programs. – Managed various teams (Food Security, Health, Gender and Empowerment, Education, Advocacy, Emergencies). – Spearheaded development and humanitarian program policies and standards to ensure regulatory compliance. – Led review of CARE’s US Government competitive bids function; resulted in 40% growth in funding. – Developed guidelines for the review of all 84 country offices to improve program impact and business viability. – Served as member of CARE International Program Team; contributed to the global program strategy and direction. – Led policy and advocacy support to enhance the impact of programs at country, regional and global level. – Promoted institutional and private donor engagement to support the impact of CARE’s programs.

– Managed operations of Regional and Country Office strategy, programming and performance in the Asia region. – Oversaw $150M annual operating budget; led strategy development, program quality, and talent development. – Led CARE’s impact on poverty and social injustice in a rapidly changing complex region characterized by protracted insecurity and politically driven conflict while maintaining safety and security of staff and partners. – Oversaw the continuous review and adaption of CARE’s operational presence to support future impact. – Served on the International Programs and Operations Management Team and represented regional interests. – Led the region’s engagement with the different CARE International Member Partners.

– Provided vision, leadership, and operations management to all CARE’s country operations in Sri Lanka. – Oversaw the development, funding, and implementation of Country Office and humanitarian program portfolio. – Spearheaded emergency preparedness and management of emergency programming and operations. – Led the $30M Indian Ocean Tsunami response and recovery in an increasingly complex conflict environment. – Secured productive relationships and influence with government officials, donors, and strategic partners. – Developed the fundraising strategy and ensured the Country Office financial viability for a $35M+ annual budget. – Led organizational transition and restructuring, promoted staff to suit the evolving country program.

– Led the opening, strategic development, management and growth of a new Country Office in Malawi. – Developed a humanitarian program portfolio with an annual program budget of $14M (135 staff). – Built relations with host national and district government, local and international NGOs and a wide range of public and private donors that included; DfID, USAID, AusAID, CIDA, EU, DANIDA and Gates Foundation. – Developed innovative and strategic program activities in the food security, sexual and reproductive health rights, HIV/AIDS, education, infrastructure, social protection, economic development, and emergency sectors. – Developed the rights based community scorecard initiative for accountable health equity. – Supported various civil society coalitions and networks in the health, education and agricultural sectors. – Led a $70M consortium of 12 NGO’s to respond to the 2002/2003 Southern Africa Food Crisis. – Advocated and successfully influenced the adoption by government of a 300% increase in the wage rate for poor and marginalized individuals employed under social protection public works programs.

– Led the overall management, coordination, and development of CARE’s Copperbelt Urban Program with projects covering livelihood security, health, water and sanitation, agriculture, infrastructure, and institutional capacity building. – Identified new programming initiatives and developed appropriate project proposals using CARE’s Household Livelihood Security approach. – Liaison with project donors, senior national and district government officials and other project partners. – Led the management, coordination, and development of CARE’s technical sector portfolio across all of CARE Zambia’s technical projects (roads, rural and urban water supply, and sanitation). – Developed new programming initiatives, delivery systems for community-based ownership and management, and training and management strategies for the assumption of management roles and responsibilities by national project, partner and government staff engineers.

– Formulated a strategy for developing and implementing future urban compound water systems, identifying and specifying levels of community participation and ownership.

– Led a water development study for community water harvesting and domestic water initiatives, including; activities examining community participatory techniques and approaches, community institutional and management capacity, viable appropriate technological alternatives for water harvesting and domestic use, and financial plans.

– Formulated a labour-intensive road rehabilitation program for the Western Province of Zambia. – Developed a three-year program outlining the approach for establishing an independent organization to administer, monitor and train small scale contractors. – Designed a cash for work program as an appropriate social safety net and food security tool.

– Prepared a participatory strategy for rural infrastructure development projects suitable for the South African consulting environment, with a special emphasis on rural roads and rural water supply. – Trained all staff members on participatory methodologies and techniques, and their adoption to infrastructure development projects.

– Led a program review, made recommendations, and provided advice on the use of participatory appraisal, planning and monitoring techniques and their applications on rural water supply, and feeder road projects.

– Led the management, co-ordination, and planning of all rural infrastructure development programs, with particular emphasis on rural feeder roads, rural water and sanitation, and building structures. – Led the design and development of community participatory rural appraisal and planning methodologies for the implementation of rural infrastructure and household livelihood security programs. – Strengthened beneficiary participatory co-ordination and management capacity associated with a wide range of rural development projects. – Liaison with relevant project donors, government and non-government organizations.

– Led the design, implementation, and supervision of all rural infrastructure projects, including; new and rehabilitated building structures, roads, and water and sanitation, executed under international contract and direct labour. – Procurement of materials and vehicle spares from overseas.
